【摘要】：随着西部大开发战略进入到攻坚阶段以及全国19个省市对口援疆工作的不断深入，第三产业的发展成为新疆经济增长的主要推动力量。乌鲁木齐市作为新疆经济发展的增长极，第三产业的大力发展是努力建设面向中西亚现代化国际商贸中心的重点，是推进城市现代化、新型工业化，提升首府中心城市地位的战略重点，也是产业结构优化升级和扩大就业和消费的重要抓手。同时乌鲁木齐市被列为国家服务业综合改革试点城市，这为第三产业的发展提供了新的机遇。在这样的大背景、大机遇下，对乌鲁木齐市第三产业竞争力及其效率进行分析研究显得尤为必要。本论文的研究主要是为了探析乌鲁木齐市第三产业竞争力的状况以及第三产业的效率情况，通过分析找出影响第三产业发展的主要因素，，根据存在的问题提出具有针对性的政策建议，这对于提升乌鲁木齐市第三产业的竞争力及其效率具有重要意义，同时为第三产业的更好发展提供一定的理论依据。本论文主要从以下几个方面进行分析：（1）乌鲁木齐市第三产业的动态分析，分析其发展现状，就业结构和产业结构的变化趋势。（2）乌鲁木齐市产业结构效益变动分析，研究第三产业劳动生产率的变化，以此来调整第三产业的劳动力分配。（3）乌鲁木齐第三产业与其他城市进行比较分析，通过增加值和就业吸纳人数的比较来探讨乌鲁木齐市第三产业的发展与其他城市的差异。（4）构建第三产业竞争力评价的综合指标体系，运用主成分分析方法，对从东、中、西部选取的15个城市进行综合评价分析并进行排名，从而得出乌鲁木齐市第三产业的竞争力排名，并对这种排名进行原因剖析，为第三产业竞争力的提升提供一定的现实依据。（5）选取1995-2000年和2005-2010年两个时间段乌鲁木齐市第三产业的数据，运用偏离-份额分析方法对第三产业及其内部细分行业的结构偏离量和竞争力偏离量进行比较分析，通过比较分析得出结论。（6）效率是产业发展的基础，同时也是产业结构优化升级的重要条件，本文运用DEA-Malmquist生产率指数法对第三产业及内部行业部门的生产效率进行分析，找出发展中存在的问题，针对问题提出对策，以提高乌鲁木齐市第三产业竞争的效率水平。通过实证分析的结果，针对乌鲁木齐市第三产业发展过程中存在的问题，从提高第三产业的结构层次、第三产业的市场化改革、提高劳动力的素质、实现第三产业发展方式的转变等几个方面提出具有针对性和实用性的政策建议。
[Abstract]:With the western development strategy entering the critical stage and 19 provinces and cities helping Xinjiang continuously, the development of the tertiary industry has become the main driving force of Xinjiang's economic growth. Urumqi is the growth pole of Xinjiang's economic development. The development of the tertiary industry is the focus of efforts to build an international trade center for modernization in Central and Western Asia. It is to promote urban modernization and new industrialization. The strategic focus of improving the status of the capital city is also an important grasp of the optimization and upgrading of industrial structure and expansion of employment and consumption. At the same time, Urumqi is listed as a pilot city for the comprehensive reform of national service industry, which provides a new opportunity for the development of the tertiary industry. Under such background and opportunity, it is necessary to analyze the competitiveness and efficiency of tertiary industry in Urumqi. The purpose of this paper is to analyze the competitiveness of the tertiary industry and the efficiency of the tertiary industry in Urumqi, and find out the main factors that affect the development of the tertiary industry. According to the existing problems, it is of great significance to improve the competitiveness and efficiency of the tertiary industry in Urumqi, and to provide a certain theoretical basis for the better development of the tertiary industry. This paper mainly analyzes the following aspects: (1) the dynamic analysis of the tertiary industry in Urumqi, the analysis of its development status, employment structure and the changing trend of industrial structure; (2) the analysis of the change of the benefit of the industrial structure in Urumqi. This paper studies the changes of labor productivity in the tertiary industry in order to adjust the distribution of labor force in the tertiary industry. (3) the tertiary industry in Urumqi is compared with other cities. The difference between the development of tertiary industry in Urumqi and other cities is discussed through the comparison of added value and employment intake. (4) the comprehensive index system of evaluating the competitiveness of tertiary industry is constructed, and the method of principal component analysis is used to analyze the difference between the development of tertiary industry and that of other cities. The 15 cities selected in the west are evaluated and ranked comprehensively, so as to get the ranking of the competitiveness of the tertiary industry in Urumqi, and analyze the reasons for this ranking. It provides a practical basis for the promotion of the competitiveness of the tertiary industry. (5) the data of the tertiary industry in Urumqi from 1995 to 2000 and from 2005 to 2010 are selected. By using the method of deviation-share analysis, this paper makes a comparative analysis of the structural deviation and competitiveness deviation of the tertiary industry and its internal subdivision industries, and draws a conclusion through the comparative analysis. (6) efficiency is the foundation of industrial development. At the same time, it is also an important condition for the optimization and upgrading of industrial structure. This paper uses the DEA-Malmquist productivity index method to analyze the production efficiency of the tertiary industry and the internal industry sector, to find out the problems existing in the development, and to put forward the countermeasures against the problems. In order to improve the efficiency of the tertiary industry competition in Urumqi. According to the results of the empirical analysis, in view of the problems existing in the development of tertiary industry in Urumqi, this paper discusses how to improve the structure of the tertiary industry, the market-oriented reform of the tertiary industry, and the quality of the labor force. To realize the transformation of the development mode of the tertiary industry and so on, this paper puts forward some relevant and practical policy suggestions.
