服务外包承接竞争力的影响因素分析

【摘要】:近年来,以服务业和高端制造业为代表的新一轮全球产业转移浪潮愈演愈烈。服务外包作为此次产业转移的重要表现形式,其环境污染小、资源消耗低、附加值高、吸纳就业能力强的特点,赢得了各国尤其是发展中国家的青睐,服务外包承接方的竞争日益激烈。尽管受到金融危机和欧洲债务危机的不利影响,服务外包发展的脚步放慢,但随着世界经济的复苏和全球化的必然趋势,服务外包必将成为未来经济发展的重要推手。在这种背景下,本文试图探讨,影响一国承接服务外包竞争力的影响因素有哪些?与其他主要承接服务外包的国家相比,我国存在哪些不足?要想更好地承接服务外包,中国应该从哪些方面改进呢? 本文运用比较优势理论和要素禀赋理论、规模经济理论、交易成本理论以及国家竞争优势理论分析了服务外包产生的理论机制,结合现有的研究成果以及服务外包的特点,提出了影响服务外包承接方竞争力的六个因素:经济规模、人力资本、经济自由度、基础设施、服务业发展水平和知识产权保护。站在发展中国家的角度,运用面板数据模型对38个样本国家进行回归,并将样本国家分为了发展中国家样本和发达国家样本分别进行回归,结果表明经济规模、服务业发展水平、人力资本、基础设施水平和知识产权保护是影响发展中国家服务外包承接竞争力的显著因素。其中经济规模的影响最大,而基础设施水平对发展中国家承接服务外包竞争力的影响最小,说明发包方在选择服务提供商时非常看重承接地的经济发展水平,基础设施的影响程度不及其他的因素。而对于发达国家而言,经济规模和人力资源禀赋是最大的影响因素,服务业发展水平和基础设施完善度却对其发展服务外包产生了不利影响。 通过对比中国与其他主要服务外包承接国竞争力影响因素的差异,指出中国国服务外包存在的问题在于政策支持力度不够、企业能力单一、知识产权保护不力、缺乏行业组织引领和国内服务业发展水平滞后。最后,结合实证分析结果,针对上述问题提出了改善建议。
[Abstract]:In recent years, the service industry and high-end manufacturing industry as the representative of a new wave of global industrial transfer intensified. As an important manifestation of this industry transfer, service outsourcing has won the favor of all countries, especially developing countries, because of its small environmental pollution, low consumption of resources, high added value and strong ability to absorb employment. The competition of service outsourcing parties is becoming more and more fierce. Despite the negative impact of the financial crisis and the European debt crisis, the pace of service outsourcing development slowed down, but with the recovery of the world economy and the inevitable trend of globalization, service outsourcing will become an important driving force of economic development in the future. In this context, this paper attempts to explore, what are the factors that affect the competitiveness of a country to undertake service outsourcing? Compared with other countries that mainly undertake service outsourcing, what are the shortcomings of our country? In order to better undertake service outsourcing, what aspects should China improve? This paper uses comparative advantage theory, factor endowment theory, scale economy theory, transaction cost theory and national competitive advantage theory to analyze the theoretical mechanism of service outsourcing, combined with the existing research results and the characteristics of service outsourcing. Six factors affecting the competitiveness of service outsourcing recipients are put forward: economic scale, human capital, economic freedom, infrastructure, service development level and intellectual property protection. From the perspective of developing countries, we use panel data model to regression 38 sample countries, and divide the sample countries into developing countries and developed countries. The results show that the economic scale. The development level of service industry, human capital, infrastructure level and intellectual property protection are the significant factors that affect the competitiveness of service outsourcing in developing countries. Among them, the impact of economic scale is the greatest, while the level of infrastructure has the least impact on the competitiveness of developing countries to undertake service outsourcing. This shows that the contracting parties attach great importance to the level of economic development of the recipient countries when selecting service providers. Infrastructure is less influential than other factors. For developed countries, the economic scale and human resource endowment are the most important factors, but the level of service development and the perfection of infrastructure have a negative impact on the development of service outsourcing. By comparing the influence factors between China and other major service outsourcing recipient countries, the paper points out that the problems of Chinese service outsourcing are insufficient policy support, single enterprise capacity and weak intellectual property protection. Lack of industry organization leads and domestic service industry development level lags behind. Finally, according to the results of empirical analysis, some suggestions are put forward to improve the above problems.
