我国创意城市创意能力评价及提升对策研究

【摘要】:创意是一个城市发展的灵魂,是推动人类进步的强大动力,在城市竞争中起着越来越重要的作用。创意能力是国家、地区或城市竞争力和发展潜力的表现,一个国家、地区或城市创意能力的强弱对能否实现其经济发展目标将发挥着关键性的作用。将创意与文化相结合,发展个性化的城市经济,不断提高城市创意能力,这既是推动我国区域经济和国家经济持续、高质量增长的有效途径,也是全面提升我国国际竞争力的必由之路。 本文对创意城市创意能力有关的基础理论进行了深入的研究,以提升创意城市创意能力为目标,对影响创意城市创意能力的因素进行了分析,从而系统地归纳出当前我国创意城市创意能力发展过程中存在的劣势和不足。根据当前我国创意城市创意能力所面临的形式,在深入分析国内外相关的创意城市评价指标体系的基础上,从文化创意能力、技术创意能力、产业创意能力、管理创意能力和城市创意支撑能力5个方面,提出一套适合我国创意城市实际的创意能力评价指标体系,该指标体系包含5个二级指标和18个三级指标。根据指标体系中各指标的特点和指标总量,采用主成分分析这一种客观的评价方法,对北京、天津、上海等12个创意城市的创意能力进行了科学的评价,并通过评价结果找出创意城市当前发展、建设过程中存在的一些问题。针对我国创意城市创意能力存在创意意识薄弱、城市发展政策单一等发展弊端,,从发展创意产业、营造城市“软”环境、提高技术创意能力水平、政府政策和基础设施建设五方面,提出了一套科学、适用的提升我国创意城市创意能力的保障措施,为我国创意城市创意能力提升战略提供重要的理论依据。
[Abstract]:Creativity is the soul of a city's development and a powerful driving force to promote human progress. It plays a more and more important role in urban competition. Creative ability is the expression of national, regional or urban competitiveness and development potential. The strength of creative ability of a country, region or city will play a key role in the realization of its economic development goals. Combining creativity with culture, developing individualized urban economy and constantly improving urban creative ability is an effective way to promote the sustained and high-quality growth of our regional economy and national economy. It is also the only way to enhance China's international competitiveness. In this paper, the basic theory of creative ability of creative city is deeply studied, with the aim of improving creative ability of creative city, the factors influencing creative ability of creative city are analyzed. The disadvantages and shortcomings in the development of creative ability of creative cities in China are summarized systematically. According to the current forms of creative ability of creative cities in our country, on the basis of in-depth analysis of the relevant evaluation index system of creative cities at home and abroad, from the cultural creative ability, the technical creative ability, the industrial creative ability, In this paper, the author puts forward a set of evaluation index system of creative ability, which includes 5 secondary indexes and 18 third-level indexes, which are suitable for the actual creative ability of Chinese creative cities in 5 aspects of management creative ability and urban creative support ability. According to the characteristics and the total quantity of each index in the index system, this paper makes a scientific evaluation of the creative ability of 12 creative cities, such as Beijing, Tianjin, Shanghai and so on, by using the principal component analysis (PCA), which is an objective evaluation method. And through the evaluation results to find out the current development of creative cities, some problems in the process of construction. In view of the defects of creative ability of creative cities in China, such as weak creative consciousness, single urban development policy and so on, we should develop creative industries, create "soft" environment of cities and improve the level of technical creative ability. This paper puts forward a set of scientific and applicable measures to improve the creative ability of creative cities in China, which provides an important theoretical basis for the strategy of improving creative ability of creative cities in China.
