现代服务业发展的管理体制走向:国家综合试点地区例证

【摘要】：2011年以来,国家先后分四批在12个地区开展现代服务业综合试点。这些试点地区在管理体制上积极探索、先行先试,较好地推动了现代服务业的发展。通过比较试点地区现代服务业发展的管理体制的异同,可得到如下启示:应加强顶层设计,实现各层级政府及政府职能部门间的协作共治;坚持有所为有所不为,建设服务型政府;发挥市场主体和行业协会等社会组织的作用,构建政府与市场、政府与社会的新型合作关系;健全决策咨询制度,邀请新型智库参与决策和政府绩效评价。
[Abstract]:Since 2011, the state has four batches in 12 regions to carry out comprehensive pilot modern services. These pilot areas actively explore the management system, try first, and better promote the development of modern service industry. By comparing the similarities and differences of the management system of the modern service industry development in the pilot area, we can get the following enlightenment: we should strengthen the top-level design, realize the cooperation and co-governance among the various levels of government and government functional departments, insist on doing something to do something wrong, To build a service-oriented government; to give play to the role of social organizations such as market subjects and trade associations; to build a new cooperative relationship between the government and the market and between the government and society; to improve the decision-making consultation system and to invite new think-tanks to participate in decision-making and government performance evaluation.
