大庆服务外包企业发展障碍及对策研究

【摘要】：服务外包产业是新一轮全球产业调整的产物，具有低资源消耗、低环境污染、高信息技术含量、高就业吸附能力等特点，已经成为我国经济发展的重要支柱产业。大庆市是石油工业城市，五十年来一直致力于石油的开采和提炼，为我国和大庆市的经济发展做出巨大贡献。然而，石油终究是不可再生资源，石油的开采将会在不久后遇到瓶颈。近年来，服务外包产业的发展受大庆市政府的关注，将其作为重要接续产业进行培育，成就大庆经济的新增长点。大庆服务外包产业园区于2008年年初正式投入使用，目前园区聚集300多家服务外包企业，企业普遍成立的年限短，规模小，发展遇到很多障碍。我国对服务外包的研究主要集中在宏观政策层面，针对服务外包企业发展的研究仍处于初级阶段，面临着服务外包统计体系不完备而导致的数据更新等难题。本文的研究从企业角度出发，以实际调研获取有效数据信息，帮助企业解决实际问题。本文首先说明了选题的背景和意义，阐述了服务外包国内外发展现状及发展趋势，本文的研究思路与结构。其次详述了服务外包相关理论和企业发展理论。在第三章中突出介绍了大庆服务外包企业的发展状况并进行了发展障碍因素定性分析。在此基础上，，本文对大庆27家具有代表性的企业进行两次实地调研，结合企业发展理论和服务外包产业特点，确立了资源障碍、能力障碍和环境障碍三维指标体系，运用网络层次分析法对障碍因素进行深入分析并确定权重，得出客户信息资源、承接渠道和网络、市场开拓能力、客户关系维系能力、中层人力资源、基层人力资源、市场信息不对称、IT基础设施及应用服务平台建设、品牌和信誉、市场竞争程度、融资能力这11个因素是制约现阶段大庆服务外包企业发展的主要障碍因素。最后，本文立足大庆服务外包企业自身的发展，提出了加大力度开拓市场、重视品牌建设、集聚优秀外包人才、创造市场需求、完善IT基础设施及应用服务平台建设、促进多种融资渠道并进等加快企业健康稳步发展的对策建议。
[Abstract]:The service outsourcing industry is the product of a new round of global industrial adjustment. It has the characteristics of low resource consumption, low environmental pollution, high information technology content and high employment adsorption ability, and has become an important pillar industry in the economic development of our country. Daqing is a petroleum industry city, which has been devoted to the exploitation and refining of petroleum for 50 years, and has made great contribution to the economic development of our country and Daqing city. However, oil is a non-renewable resource after all, and the exploitation of oil will meet a bottleneck in the near future. In recent years, the development of service outsourcing industry has attracted the attention of Daqing municipal government, which is regarded as an important successor industry to cultivate, and to achieve a new growth point of Daqing economy. Daqing Service Outsourcing Industrial Park was put into use at the beginning of 2008. At present, more than 300 service outsourcing enterprises are gathered in the park. The research on service outsourcing in China is mainly focused on the macro policy level. The research on the development of service outsourcing enterprises is still in the primary stage, and it is faced with the problem of data updating caused by the incomplete statistical system of service outsourcing. In this paper, from the point of view of enterprise, the effective data information is obtained through practical investigation to help enterprises solve practical problems. This paper first explains the background and significance of the topic, describes the status quo and development trend of service outsourcing at home and abroad, the research ideas and structure of this paper. Secondly, the related theory of service outsourcing and the theory of enterprise development are described in detail. In the third chapter, it introduces the development of Daqing service outsourcing enterprises and analyzes the factors of obstacles. On this basis, this paper carries on two field investigations to Daqing 27 representative enterprises, combines the enterprise development theory and the service outsourcing industry characteristic, has established the resource barrier, the ability barrier and the environment barrier three dimensional index system, Using the analytic hierarchy process (AHP) to analyze the obstacle factors and determine the weight, we can get the customer information resources, the channel and network to undertake, the ability to develop the market, the ability to maintain the customer relationship, the middle level human resources, the basic level human resources. The 11 factors, such as market information asymmetry, IT infrastructure and application service platform construction, brand and reputation, market competition degree and financing ability, are the main obstacles to the development of Daqing service outsourcing enterprises. Finally, based on the development of Daqing service outsourcing enterprises, this paper puts forward to strengthen the development of market, attach importance to brand construction, gather outstanding outsourcing talents, create market demand, improve IT infrastructure and application service platform construction. Promote a variety of financing channels and other measures to speed up the healthy and steady development of enterprises.
