山西生产性服务业发展问题研究

【摘要】：自二十世纪八十年代以来，世界各主要国家经济逐步由“工业主导型”转向“服务业主导型”。其中，生产性服务业是服务业发展的重点，作为国民经济中最具活力的部门，生产性服务业对制造业发展甚至第一、二产业经济增长的促进作用日益显著。近年来，随着山西国民经济的迅速发展，生产性服务业也逐渐兴起。然而，生产性服务业占GDP的比重仅为23.24%，远低于全国平均水平。同时生产性服务业的发展缓慢，以及其对国民经济的带动作用并不显著。因此，通过对山西省生产性服务业发展问题的研究，有助于山西产业结构调整和经济发展模式转变，对实现山西省经济的可持续发展具有积极的作用。 本文紧紧围绕生产性服务业的基本概念，运用理论分析与实证分析相结合的方法，对山西生产性服务业展开论述。首先，本文阐述了选题的背景和研究意义，并对国内外研究状况进行了综述；其次，在梳理总结相关主要的产业经济理论和生产性服务业理论的基础上，结合国内外生产性服务业的发展趋势，分析了2008-2010年山西生产性服务业的现状及存在问题；再次，从实证的角度，运用《山西投入产出表》的相关数据，通过山西各产业与服务业之间的消耗系数、完全消耗系数、产业影响力系数、产业分配系数等指标，探究了产业之间的影响关系。结果表明山西生产性服务业主要存在总量占GDP比重偏低、发展速度慢、市场化程度低、人才结构不合理等问题；最后，，在理论分析和实证分析的基础上给出政策建议，提出应进行合理的规划、大力推进市场化改革、优化人才结构、构建服务业技术服务体系等政策建议，以期对山西生产性服务业的发展有所帮助。
[Abstract]:Since 1980's, the economy of major countries in the world has gradually changed from "industry leading" to "service industry leading". As the most dynamic sector in the national economy, producer services play an increasingly important role in promoting the development of manufacturing industry and even the economic growth of the first and second industries. In recent years, with the rapid development of the national economy in Shanxi, producer services are also gradually rising. However, the proportion of producer services in GDP is only 23.24, which is far lower than the national average. At the same time, the development of producer services is slow, and its driving effect on the national economy is not significant. Therefore, the study on the development of producer service industry in Shanxi Province is helpful to the adjustment of industrial structure and the transformation of economic development model, and plays an active role in realizing the sustainable development of Shanxi's economy. This paper focuses on the basic concept of producer service industry and discusses the producer service industry in Shanxi province by means of combining theoretical analysis with empirical analysis. First of all, this paper describes the background of the topic and the significance of the research, and domestic and foreign research status is summarized; Secondly, on the basis of combing and summarizing the main theories of industrial economy and producer services, combined with the development trend of producer services at home and abroad, this paper analyzes the present situation and existing problems of Shanxi producer services from 2008 to 2010. Thirdly, from the empirical point of view, using the relevant data of Shanxi input-output table, through the consumption coefficient, complete consumption coefficient, industry influence coefficient, industrial distribution coefficient between the various industries and the service industry in Shanxi, etc. This paper explores the relationship between industries. The results show that there are some problems in Shanxi producer service industry, such as low proportion of total amount to GDP, slow development speed, low degree of marketization, unreasonable talent structure and so on. Finally, on the basis of theoretical analysis and empirical analysis, the paper puts forward some policy suggestions, such as reasonable planning, vigorously promoting market-oriented reform, optimizing talent structure, and constructing service industry technical service system. With a view to the development of producer services in Shanxi.
