山东省服务业标准化发展模式及实践研究

【摘要】:在党的十七大报告中,胡锦涛总书记着重提出:要促进经济增长由主要依靠第二产业带动向依靠第一、第二、第三产业协同带动转变;发展现代服务业,提高服务业比重和水平。当前,服务业的发展水平已成为衡量现代社会经济发达程度的重要标志。实践证明,促进服务业加快发展,是保持经济平稳较快发展的重要保障,是减少经济增长中的资源能源消耗、转变增长方式的迫切需要,也是缓解就业压力和扩大消费需求对经济增长带动作用的有效途径。 本文从如何促进服务业的发展这一问题出发,提出运用标准化手段发展服务业。本文共分为五个部分,第一章为引言,介绍论文的选题背景、需解决的问题、研究目标和意义、研究内容,说明论文的基本方法和研究的创新性。第二章为理论和应用综述,介绍了服务标准化中的相关术语的概念及界定,以及服务标准化的理论介绍,同时也阐述了目前服务业标准化工作的初步应用。第三章为山东省服务业标准化发展模式研究,结合标准化基本理论、服务领域的特点以及服务的特性,构建了结合实际的,体现标准化原则的服务标准化发展模式。第四章为山东省服务业标准化发展模式应用,以山东泰安市旅游服务标准化建设为例,运用分析与归纳、理论与实际相结合的研究方法,对服务标准化工作模式的应用进行详尽的说明。第五章为山东省服务标准化发展保障机制,为服务业标准化发展模式的研究和应用分析多方面的保障措施,以加大对服务标准化发展模式的推广和运用。 本文的创新点主要有:(1)本文深入研究了当前服务业发展现状及问题,将标准化特别是企业标准化理论推广运用到服务业领域,对服务行业推动标准化应用提供了理论依据。(2)研究和提出了服务业领域推动标准化建设的几种具体模式,对其特点、构建重点进行了分析。(3)以山东省泰安市旅游服务行业标准化建设为例,深入研究了服务业标准化发展模式的实践途径,以及保障机制,为服务业标准化建设工作提供了简约易行极具推广价值的新范式。
[Abstract]:In the report of the 17th National Congress of the Communist Party of China, General Secretary Hu Jintao emphasized: to promote economic growth from relying mainly on the movement of the second industrial belt to rely on the first, the second, the third industry to promote the transformation; We will develop the modern service industry and raise the proportion and level of the service industry. At present, the development level of service industry has become an important symbol to measure the degree of economic development of modern society. Practice has proved that accelerating the development of the service industry is an important guarantee for the steady and rapid development of the economy, an urgent need to reduce the consumption of resources and energy in the course of economic growth, and to change the mode of growth. It is also an effective way to alleviate employment pressure and expand consumption demand to promote economic growth. Starting from the question of how to promote the development of service industry, this paper puts forward the use of standardized means to develop service industry. This paper is divided into five parts. The first chapter is the introduction, which introduces the background of the thesis, the problems to be solved, the purpose and significance of the research, the content of the research, the basic methods of the paper and the innovation of the research. The second chapter is a summary of theory and application, which introduces the concept and definition of related terms in service standardization, as well as the theoretical introduction of service standardization. At the same time, it also expounds the preliminary application of service standardization work at present. The third chapter is the research on the development mode of service standardization in Shandong Province, which combines the basic theory of standardization, the characteristics of service field and the characteristics of service, and constructs the development mode of service standardization, which combines with the reality and embodies the principle of standardization. The fourth chapter is the application of Shandong service standardization development mode, taking the construction of tourism service standardization in Tai'an City of Shandong Province as an example, using analysis and induction, the combination of theory and practice research methods, The application of service standardization mode is explained in detail. The fifth chapter is the guarantee mechanism of the development of service standardization in Shandong Province, and analyzes the safeguard measures in many aspects for the research and application of the development mode of service standardization, in order to increase the promotion and application of the development mode of service standardization. The innovations of this paper are as follows: (1) the present situation and problems of service industry development are deeply studied in this paper, and the standardization, especially the theory of enterprise standardization, is applied to the field of service industry. This paper provides a theoretical basis for the service industry to promote the application of standardization. (2) it studies and puts forward several specific modes of promoting standardization construction in the service industry, and gives its characteristics. (3) taking the standardization construction of tourism service industry in Tai'an City of Shandong Province as an example, this paper deeply studies the practical ways and guarantee mechanism of the development mode of service industry standardization. It provides a new paradigm for standardization construction of service industry.
