【摘要】：正随着全球经济的逐渐复苏,国际服务外包市场的需求将不断扩张,离岸服务外包业务的比重也将进一步提高,世界服务外包产业将迎来新一轮快速发展的重要机遇期。《中国国际服务外包产业发展规划纲要(2011-2015)》提出:我国要提高服务外包产业发展质量,切实推进由服务外包大国向强国转变,至2015年我国离岸服务外包总额将要达到850亿美元。《中共大连市委、大连市人民政府关于加快软件和服务外包产业发展的意见》中则提出:到2013
