【摘要】:农民工就业问题一直是社会各界研究和关注的热点。近年来,关于农民工的调研越来越多,但关于农民工本土就业情况的研究比较少。部分衡阳市农民工面临就业难问题,部分衡阳企业面临招工难问题,就业结构性矛盾依然存在。本研究从衡阳市情出发,首先,通过访谈、问卷调查、文献研究等方法掌握衡阳市农民工本土就业基本情况和存在的问题。其次,运用对比法、定量与定性法分析其原因。再次,结合人力资源管理等相关理论提出解决衡阳市农民工本土就业问题的对策与建议。最后,进行总结和展望。通过调查发现,衡阳市农民工本土就业存在失业率偏高与“用工荒”并存,保障不健全、薪酬福利偏低,关系不稳靠、跳槽现象频繁,要素不充足、创业步履艰难等问题。主要原因是政府公共服务职能发挥不够,企业招用农民工行为不规范,农民工自身综合素质不高等。建议提升政府公共就业服务职能,规范企业招用农民工行为,加强农民工综合素质培训教育。农民工本土就业问题的研究,既是一个社会学课题,也是一个经济学课题,可以引导MBA学生关注经济发展的同时也关注社会问题。本研究有利于提高衡阳市农民工本土就业和企业用工质量,对缓解就业结构性矛盾、满足企业招工需求、规范企业用工行为、治理衡阳市农民工失业型贫困、缩小经济收入差距、破解系列社会问题和促进衡阳经济健康发展及社会稳定和谐具有一定的现实意义。
[Abstract]:The problem of employment of migrant workers has always been a hot spot of research and attention from all walks of life. In recent years, there are more and more research on migrant workers, but there are few studies on the local employment of migrant workers. Some migrant workers in Hengyang are faced with the problem of employment. Some Hengyang enterprises face the difficulties of recruiting workers, and the structural contradictions of employment still exist. This study from the Hengyang City, first of all, through the methods of interview, questionnaire survey and literature research to grasp the basic situation and problems of local employment of migrant workers in Hengyang city. Secondly, using the comparative method, quantitative and qualitative analysis of the reasons. Thirdly, combining the theories of human resource management and other related theories, the countermeasures and suggestions to solve the problem of local employment of migrant workers in Hengyang are put forward. Finally, the summary and prospect are carried out. According to the survey, we found that the employment rate of migrant workers in Hengyang is relatively high, which is high unemployment rate and "labor shortage", which is not guaranteed, the salary and welfare is low, the relationship is unstable, the job hopping phenomenon is frequent, the elements are not enough, and the entrepreneurial difficulty is difficult. The main reason is that the public service function of the government is not full play, the behavior of migrant workers in enterprises is not standardized, and the comprehensive quality of the migrant workers is not high. It is suggested that the government should promote the function of public employment service, standardize the behavior of the enterprises to recruit migrant workers, and strengthen the comprehensive quality training and education of the migrant workers. The research of migrant workers' local employment is not only a sociological subject, but also an economic topic, which can guide MBA students to focus on economic development as well as social problems. This study is helpful to improve the local employment of migrant workers in Hengyang city and enterprise employment quality, to alleviate the employment structural contradictions, meet the enterprise recruitment needs, standardize enterprise employment behavior and control of Hengyang City jobless migrant workers poverty and narrowing the income gap, economic and social problems and break the series to promote Hengyang healthy economic development and social stability and harmony has certain practical significance.
