【摘要】：发达的城市与相对落后的农村是处在两种不同的状态,二者的发展是相互影响、相互制约的,随着社会的全面发展,城乡关系由最初的分离对立到交流开放再到最后实现城乡的一体化发展,这个过程实现了各种要素在城乡之间的自由流动。城乡一体化绝对不是要消灭农村,让农村都变为城市,城乡一体化是在承认城乡发展的差异性的前提下,坚持科学的发展思路,根据本地实际情况因地制宜,最终实现城乡间协调可持续发展。黑龙江省的二元结构矛盾十分突出,城乡差异明显,通过对国内成功经验的借鉴,结合黑龙江省的实际情况分析制约黑龙江省城乡一体化发展的问题,提出适合黑龙江省城乡一体化发展实现的发展路径,对黑龙江城乡一体化的实现有巨大的实践意义。通过介绍选题背景和选题意义,并对国内外城乡一体化的研究现状进行综述,借鉴前人的研究成果,为接下来的研究提供了扎实的理论基础,明确城乡一体化的相关概念、本文研究内容和研究方法。分析国内城乡一体化发展的成功模式,主要分析了苏南的“乡镇企业”发展模式、珠江三角洲地区的“以城促乡”模式、上海市的“城乡协调”模式、北京市的“城乡协作”模式和成渝地区的“城乡融合”模式,并在分析这些模式的基础上提出了对黑龙江省城乡一体化发展的启示。构建黑龙江省城乡一体化发展的评价指标体系,按照一定的原则选取具有代表性的指标,分析黑龙江省城乡一体化的发展程度和城乡发展差异,根据以上分析总结出黑龙江省城乡一体化的现状和存在的问题。通过上述分析提出黑龙江省城乡一体化发展的原则,再根据原则提出实现黑龙江省城乡一体化的发展路径。黑龙江省的城乡一体化发展不宜全面推行,很多地区并不具有相应的基础,每一个地区的发展也要结合地区特色发展,基础薄弱的地区应加强基础建设,为城乡一体化发展做好准备。
[Abstract]:Developed cities and relatively backward rural areas are in two different states, the two development is mutual influence, mutual constraints, with the overall development of society. The relationship between urban and rural areas from the initial separation of opposites to the opening of communication to the final realization of urban-rural integration development, this process has achieved a variety of elements between urban and rural free flow. Urban-rural integration is absolutely not to eliminate rural areas. Let rural areas become cities, urban-rural integration is in recognition of the differences between urban and rural development on the premise of adhering to scientific development ideas, according to the actual situation of local conditions. Finally, the harmonious and sustainable development between urban and rural areas is realized. The contradiction of dual structure in Heilongjiang Province is very prominent, the difference between urban and rural areas is obvious, through the reference to the domestic successful experience. Combining with the actual situation of Heilongjiang Province, this paper analyzes the problems restricting the development of urban and rural integration in Heilongjiang Province, and puts forward the development path suitable for the realization of urban and rural integration in Heilongjiang Province. The realization of urban and rural integration in Heilongjiang has great practical significance. Through the introduction of the background and significance of the topic, and domestic and foreign urban-rural integration of the status quo is summarized, drawing on previous research results. It provides a solid theoretical basis for the following research, defines the related concepts of urban-rural integration, the content and research methods of this paper, and analyzes the successful development model of domestic urban-rural integration. This paper mainly analyzes the development model of "township enterprises" in southern Jiangsu Province, the "promoting town by city" model in the Pearl River Delta region, and the "urban and rural coordination" model of Shanghai. The "urban and rural cooperation" model in Beijing and the "urban-rural integration" mode in Chengdu-Chongqing area. Based on the analysis of these models, this paper puts forward the enlightenment to the development of urban and rural integration in Heilongjiang Province. It constructs the evaluation index system of the development of urban and rural integration in Heilongjiang Province, and selects representative indicators according to certain principles. This paper analyzes the development degree of urban and rural integration in Heilongjiang Province and the difference between urban and rural development. According to the above analysis summarized the status quo and existing problems of urban and rural integration in Heilongjiang Province. Through the above analysis put forward the principles of the development of urban and rural integration in Heilongjiang Province. Then according to the principles of the development path to achieve the integration of urban and rural areas in Heilongjiang Province, the development of urban and rural integration in Heilongjiang Province should not be fully implemented, many areas do not have a corresponding basis. The development of each region should also be combined with the development of regional characteristics, and areas with weak foundation should strengthen infrastructure construction and prepare for the development of integration of urban and rural areas.
