【摘要】：正清华大学建设管理系教授、博士生导师、清华大学PPP研究中心首席专家王守清教授在"PPP与交通基础设施投融资高端对话"上做主题发言:《政府与社会资本合作/政企合作(PPP,含BOT/TOT/PFI等)核心原则与运作要点》,从学术上指导PPP立法和实践。"PPP并不是天上掉馅饼!国内外一致认为,如果要把PPP做好,必须遵循下面四个相互关联的核心原则。"王守清在主题发言中明确提出。第一个原则,真正的风险分担。谁最有控制力,谁去承担这样的风险。王守清进一步指出,如果风险是由政府来承担,政府不是专业人士,肯定是不合适的。通过PPP可以把一些风险转移给企业,但是如果转移给企业的
