【摘要】：民以食为天,食以安为先。食品是人类生存的必需品,食品安全问题在一定意义上不仅关系到广大人民群众的生命健康,也涉及到社会秩序的和谐稳定,在检测某一地区社会发展水平以及人民生活的质量的重要指标中,食品安全问题占了重要的一席。近几年,随着一系列重大食品安全事件的频频曝光,人类文明受到了前所未有的冲击,也唤醒了人们对食品安全问题的关注,各级政府面对肆意滥用苏丹红、违规添加三聚氰胺等食品安全问题从未停止过努力,但慢了节拍的政府监督机制与所体现出的诸多弱点也在考验着民众对政府及食品市场的信任度。本研究以包头市为例,通过对实践调查中食品安全监管工作效果的分析,梳理出包头市食品安全监管方面存在的问题,并提出完善包头市食品安全监管长效机制的应对措施。(1)加大整合各部门职能的力度,建立立体安全监管网和食品安全监督网,从而进一步完善食品安全监管机制。(2)完善食品安全检测体系,健全风险评估评价体系和食品安全信用体系,以建立食品安全监管的保障体系。(3)积极完备食品安全信息网络,明确责任,强化监督,进一步提高食品安全监管效能。总之,食品安全问题是关系一个国家发展和社会稳定的重要问题,食品安全长效机制的建设完善,需要立法的健全规范、政府的有力监督以及企业的诚信经营,当然必不可少的还有广大消费者的监督。只有明确了食品安全管理中存在的问题和不足,积极发挥各方面的机能,协调合作,积极推进食品安全社会共治局面,才能使得食品安全问题得到解决与缓和,才能消除食品消费恐慌,从源头保障老百姓舌尖上的安全,从而为市民构建出健康、卫生、放心的食品消费环境,为推动全市的经济社会的科学健康持续发展起到积极有效的作用。
[Abstract]:Food is a necessity for human survival. Food safety is not only related to the life and health of the people, but also to the harmony and stability of social order. In a certain area of the social development level and the quality of life of the people of the important indicators, food safety issues have played an important role. In recent years, with the frequent exposure of a series of major food safety events. Human civilization has been unprecedented impact, but also awakened people to food safety concerns, governments at all levels of abuse in the face of wanton abuse of Sudan, illegal addition of melamine and other food safety issues have never stopped efforts. But the slow-paced government supervision mechanism and many weaknesses are also testing the trust of the public to the government and food market. This study takes Baotou City as an example. Through the analysis of the effect of food safety supervision in the practical investigation, the problems in Baotou food safety supervision are sorted out. And put forward to improve Baotou City food safety supervision mechanism of long-term response measures. 1) to strengthen the integration of the functions of various departments to establish a three-dimensional safety supervision network and food safety supervision network. In order to further improve the food safety regulatory mechanism. 2) improve the food safety detection system, improve the risk assessment system and food safety credit system. In order to establish a food safety supervision security system. 3) to actively complete the food safety information network, clear responsibility, strengthen supervision, and further improve the effectiveness of food safety supervision. Food safety is an important issue related to the development of a country and social stability. The construction of a long-term food safety mechanism needs the sound regulation of legislation, the government has the ability to supervise and the good faith management of enterprises. Of course, there is also the supervision of the vast number of consumers. Only clear food safety management problems and shortcomings, actively play a role in all aspects of coordination and cooperation, actively promote food safety social co-governance situation. In order to solve and ease the food safety problems, to eliminate food consumption panic, from the source to protect the safety of the people on the tip of the tongue, so as to build a healthy, hygienic and reassured food consumption environment for the citizens. In order to promote the city's economic and social health and sustainable development of science and play a positive and effective role.
