【摘要】：工程招投标在国际上是公认的包揽工程建设任务的一种交易的方式。我国的招投标的制度在1980年初开始颁布实施,随着工程建设领域招标投标的日趋改进,社会关注的主题逐步转移到评标的方法上来。而随着我国对于工程建设领域改革的深化和我国在加入了WTO(World Trade Organization:世界贸易组织)之后跟国际建筑领域接轨的需要,工程建设市场越来越趋于正面发展,市场主体之间的公平公正和高效率发展成为主流,工程建设领域的招标投标更加得到重视。其中,合理的工程建设项目评标的方法是在工程招投标的环节中扮演着关键作用的角色。评标的方法对实际工程的施工单位选择及投资的汇报具有重要的作用,且对工程建筑市场的秩序存在影响。我国目前的关于项目招投标的法律,主要是针对评标的程序方法、投标单位的审查、招投标信息的公开以及评审的记录等做出规定,然而由于建设项目的决定指标较多,难以对它的有效性进行确定。因此,招投标的过程中为对投标的单位做出客观的评比,需要有一种公平且可行的评标方法。文章首先分析了工程建设领域的招投标的基本理论、基本原则、招投标制度的发展历程及招投标存在的一些问题,并介绍了评标的程序、内容、基本原则等相关理论。其次,总结了我国建设市场招投标评标中常用的方法,并对这些方法存在的问题进行了分析,提出了改进建议,在此基础上,提出了基于集值统计法的建设项目评标方法,基于集值统计法的评标方法能在一定程度上减少人为主观因素带来的影响,从而使评标结果更客观。之后,通过分析评标过程的影响因素,主要从报价、商务标、技术标和社会信誉四个方面逐步细化分析建立了评标指标体系。最后,将本文的研究成果应用在某省的二级路改造项目的招标上,通过集值统计法计算获得评标指标体系中各指标的权重,并根据评标专家对投标单位的打分值综合排序确定中标候选人。本文的研究构造出了一套较完整的评标方法,对优化我国工程建设项目的施工评标方法,具有较大的借鉴意义。
[Abstract]:Project bidding is an internationally recognized way of dealing with the tasks of engineering construction. The bidding system of our country began to be promulgated and implemented in early 1980. With the improvement of bidding in the field of engineering construction. The theme of social concern has gradually shifted to the method of bid evaluation. However, with the deepening of the reform in the field of engineering construction in China and China's accession to the WTO (. World Trade organization (the world trade organization) is the need to connect with the international construction field. The engineering construction market is becoming more and more positive, the fair and fair and efficient development between the market main body becomes the mainstream, and the bidding and bidding in the field of engineering construction is paid more attention. The reasonable evaluation method of construction project is playing a key role in the process of project bidding, and the method of bid evaluation plays an important role in the selection of construction units and the report of investment. And it has an impact on the order of the engineering construction market. The current law on project bidding in our country is mainly aimed at the procedure method of bid evaluation and the examination of the bidding unit. The disclosure of bidding information and the record of evaluation are stipulated. However, because of the large number of decision indicators, it is difficult to determine the effectiveness of the construction project. In the process of bidding, we need a fair and feasible bidding evaluation method for the objective evaluation of the bidding units. Firstly, this paper analyzes the basic theory and basic principles of bidding in the field of engineering construction. The development of bidding system and some problems in bidding, and introduced the evaluation procedures, content, basic principles and other related theories. Secondly, summarized the common methods of bidding evaluation in the construction market of our country. The problems of these methods are analyzed, and suggestions for improvement are put forward. On this basis, the evaluation method of construction project based on set-valued statistics is put forward. The evaluation method based on set value statistics can reduce the influence of human subjective factors to a certain extent and make the evaluation result more objective. Commercial standard, technical standard and social reputation four aspects of the detailed analysis of the establishment of bid evaluation index system. Finally, this paper will be applied to a province of secondary road reconstruction project bidding. The weight of each index in bid evaluation index system is calculated by set-valued statistical method. And according to the comprehensive ranking of bid evaluation experts to the bidding units to determine the winning candidate. This study constructs a set of more complete bidding evaluation method to optimize the construction evaluation method of construction projects in China. It is of great significance for reference.
