【摘要】：由于土地具有固定性、稀缺性、不可再生性等特点,在社会的发展进步中土地增值是必然存在的,中国的城镇化进程中也伴随着特定地区的土地增值,在经济中表现为政府出让征收的土地而取得的土地出让金。如何合理分配由于城镇化的征地拆迁而产生的土地增值收益考验着政府决策的公平性、合理性,关系到以人为本的新型城镇化目标能否实现,更关系到农民在城镇化进程中能否共享社会的进步。在当前的利益分配中农民依然处在征地补偿不合理、不可持续等弱势地位。究其原因,主要包括制度安排上的土地二元结构、城乡公共资源配置失衡、城乡要素交换规则不公平等。为此,应该构建以“地利共享”为价值导向的一系列公共政策安排,包括土地确权、补贴规制、转移支付、福利保障、市民转型等,以期实现农民公平分享土地增值收益。
[Abstract]:Due to the fixed, scarce, non-renewable and other characteristics of land, in the social development and progress of land value-added is inevitable, China's urbanization process is accompanied by the land appreciation in specific areas. In the economy, the land transfer fees obtained by the government for the transfer of land. How to reasonably distribute the land value-added income caused by the urbanization of land expropriation and removal tests the fairness and rationality of the government's decision-making. It is related to whether the people-oriented new urbanization goal can be realized, and whether farmers can share the progress of society in the process of urbanization. In the current distribution of benefits, farmers are still in the unreasonable compensation for land requisition. The main reasons include the dual structure of land on the system arrangement, the imbalance of urban and rural public resources allocation, the unfair rules of the exchange of urban and rural elements, and so on. We should construct a series of public policy arrangements based on "geographical location sharing", including land right, subsidy regulation, transfer payment, welfare protection, citizen transformation and so on. In order to achieve a fair share of farmers land value-added income.
