大庆市城市土地利用绩效评价

【摘要】:城市土地是城市存在和发展所需的重要物质基础。在工业化和城市化进程推进的背景下,城市土地加速扩张,城市土地资源供给与社会经济发展之间的矛盾日益显著。为有效缓解现有城市的建设用地粗放利用现象、促进城市土地资源的高效合理与可持续发展利用,开展大庆市城市土地利用绩效评价显得尤为重要。本文在国内外已有相关研究的基础上,对城市土地利用绩效的定义、内涵以及相关理论进行概括分析,并以此作为评价研究的理论基础。选取大庆市建成区为研究区,以2001-2010年的城市土地利用现状数据和社会经济统计数据为基础数据,构建城市土地利用绩效评价指标体系,从土地投入水平、利用程度、利用效益、利用生态可持续性四方面选取指标,采用改进的TOPSIS模型评估大庆市在2001-2010年城市土地利用绩效状况,运用障碍度模型对城市土地利用绩效的障碍度及障碍因子进行诊断分析。研究结果表明:(1)2001-2010年大庆市城市土地利用绩效呈现逐渐上升态势,综合绩效指数从2001年的0.2424提高到2010年的0.7538,土地利用绩效水平经过了低级绩效—中级绩效—良好绩效的发展过程,说明大庆市城市土地利用正向着合理、集约与节约的方向发展。各单项绩效指数变化趋势各不相同,在2001-2010年期间土地投入水平和土地利用效益绩效指数基本保持线性增长态势;土地利用程度绩效指数体现较大波动性,总体呈现下降趋势;土地利用生态可持续性绩效指数呈现波动增长。(2)由障碍度诊断分析可知,不同时间段内4个准则层障碍度对土地利用绩效的影响度各不相同。土地利用程度和土地利用生态可持续性的障碍度总体呈增长趋势,年均速分别为4.13%和0.72%;土地利用效益和土地投入水平的障碍度总体呈减少趋势,年均速分别为3.47%和1.39%。其中2001-2007年土地利用效益和土地投入水平障碍度较大,主要障碍因子为地均社会消费品总额、固定资产投资、地均GDP、在岗职工年平均工资和人均公共绿地面积;2008-2009年土地利用程度和土地利用效益障碍度较大,主要障碍因子为城市用地弹性系数、地均固定资产投资、地均社会消费总额、地均GDP和人均建设用地面积;2010年土地利用程度和土地生态可持续性障碍度较大,土地利用效益障碍度最小,主要障碍因子为城市用地弹性系数、人均公共绿地面积、人均建设用地面积、固体废弃物处理率和地均供电量。(3)通过现状绩效评价和障碍因子诊断分析结果,针对大庆市城市土地利用实际情况,为保证城市土地资源高效合理利用,提高城市土地利用绩效水平,提出了相关的对策和建议。在未来城市建设发展中应基于土地利用宏观调控,健全城市用地管理机制;基于土地投入水平,促使有效合理或减量化投入;基于土地利用程度,提高城市土地集约利用水平;基于土地利用效益,促进产业结构调整;基于土地利用生态可持续,优化城市生态环境建设。
[Abstract]:City land is an important material basis for the existence and development of the city. In the process of promoting the industrialization and the city under the background of city land expansion, the contradiction between city land resources supply and economic and social development is increasingly significant. For the construction of effective mitigation of the existing city land extensive use of reasonable and efficient, and promote sustainable development of city the use of land resources, development of Daqing city land use performance evaluation is particularly important. Based on this research at home and abroad on the city land use performance definition, connotation and related theory are summarized and analyzed, and as a theoretical basis for evaluation research. Selected Daqing City as the study area, to city land use data and social economic statistical data in 2001-2010 based data, construction of city land use performance evaluation index system, From the land input level, utilization degree, utilization efficiency, using the four aspects of ecological sustainability indicators, assessment in the city of Daqing city land use performance of the 2001-2010 using the improved TOPSIS model, using the model of obstacle degree analysis of city land use degree of obstruction and obstacle factors of performance. The results show that: (1) 2001-2010 Daqing city land use performance showed a gradual upward trend, the comprehensive performance index increased from 0.2424 in 2001 to 0.7538 in 2010, the land use performance through the development process of low - intermediate performance performance - good performance, Daqing city land use is reasonable, intensive and saving direction. The change trend individual performance index is different, the level of land investment and land use performance index remained linear growth state during 2001-2010 Potential; land use degree index reflects the performance of greater volatility, the overall downward trend in land use; ecological sustainability performance index fluctuating growth. (2) by obstaclesdiagnosis analysis, different period 4 criterion level of land use performance of obstacle degree influencing degree is different. The degree of land use and land the use of ecological sustainability barriers to the overall growth trend, the average annual rate were 4.13% and 0.72%; the efficiency of land use and land into the level of obstacle degree decreased, the average annual rate of 3.47% and 1.39%. respectively the 2001-2007 benefits of land use and land into the level of disorder is larger, main obstacle factor for social consumption the total goods, fixed assets investment, average GDP, the average wage of workers and the public green area per capita; 2008-2009 degree of land use and land use efficiency barriers A greater degree, main obstacle factor for the city land use elasticity coefficient, are all social fixed asset investment, total consumption of land area in both GDP and per capita construction; in 2010 the degree of land use and land ecological sustainability barriers to greater degree, land use efficiency of the small obstacles, main obstacle factor for City land elasticity the coefficient, the per capita public green area, construction land area per capita, solid waste disposal rate and land supply. (3) the present situation of the performance evaluation and diagnosis of obstacle factor analysis results, for the city of Daqing city land use actual situation, in order to ensure the efficient and reasonable utilization of land resources in the city, improve the city land use performance level, put forward some countermeasures and suggestions. In the future the city construction and development should be based on sound macroeconomic regulation and control of land use, city land management mechanism; land input level based on the reasonable or effective Based on the degree of land use, we should improve the intensity of urban land intensive utilization, promote the adjustment of industrial structure based on the land use efficiency, and optimize the urban ecological environment construction based on the sustainable use of land.
