【摘要】:城市是以人为主体、以自然环境为依托、以经济活动为基础、社会联系极为紧密的有机体,是创造社会公共财富的最大载体。而现在经济、政治、文化中心不断向城市转移,人口、财富以及建筑都快速聚集,已超出了城市的负荷能力,加剧了城市要素的不稳定性与不确定性,使得传统的城市结构变得脆弱乃至失衡,城市内的风险因素与日俱增,城市作为一个巨型的易脆体暴露在风险下,目前对城市内的风险因素进行把控已是当务之急。本文在阅读了大量国内外的相关文献后,对城市风险进行全面认识的前提下,大体将城市风险归纳为以下三个方面,并对其进行了全面地分析:1、立足于大人口观,以人口安全发展目标为切入点,从系统内与系统间两个方面,结合昆明实际情况对影响人口发展的风险因子进行分析;2、从自然灾害、能源、环境三个维度对昆明的生态风险因子进行识别,并运用自然灾害指数法、加权综合评价法以及熵值法对昆明的生态风险进行了综合评价;3、从城市生命线系统(交通运输、供水排水、能源动力、生态环境、通信信息)以及城市消费品生产技术两个角度分析了城市内可能存在的技术风险。最后依次提出了针对性的风险防范或减缓的对策。
[Abstract]:City is an organism with people as the main body, natural environment as the support, economic activities as the foundation, and social relations are very close. It is the biggest carrier to create the social public wealth. But now the economy, politics. The continuous transfer of cultural centers to cities, the rapid accumulation of population, wealth and buildings has exceeded the capacity of the city and exacerbated the instability and uncertainty of urban elements. The traditional urban structure becomes fragile and even out of balance, the risk factors in the city are increasing day by day, the city as a giant brittle body exposed to risk. At present, it is urgent to control the risk factors in the city. After reading a large number of domestic and foreign literature, this paper makes a comprehensive understanding of urban risk. This paper summarizes urban risk into the following three aspects, and makes a comprehensive analysis of it, based on the concept of large population, with the goal of population security development as the starting point, from the system and between the two aspects. Combined with the actual situation of Kunming to analyze the risk factors that affect the population development; 2. Identify the ecological risk factors of Kunming from the three dimensions of natural disaster, energy and environment, and apply the natural disaster index method. The weighted comprehensive evaluation method and entropy method were used to evaluate the ecological risk of Kunming. 3, from the urban lifeline system (transportation, water supply and drainage, energy power, ecological environment. Finally, the paper analyzes the possible technological risks in cities from two angles: communication information) and the production technology of consumer goods in cities. Finally, the paper puts forward corresponding countermeasures to prevent or mitigate the risks in turn.
