合肥市城市创新指标监测体系及实证研究

【摘要】：城市是国家参与国际竞争的基本单元和各种创新活动的孵化器,创新型城市建设是创新型国家建设在具体领域、具体地区、具体范畴的细化。当前阶段,我国大多数的城市地区纷纷提出了建设创新型城市的设想,在此背景下,有必要研究合肥市城市创新建设状况,为推进合肥市创新型城市建设提供相关建议和启示。本文依托合肥市软科学研究项目“合肥市城市创新指数统计监测体系研究”,围绕着合肥市的创新型城市发展现状展开研究。首先,对城市创新指数研究现状进行综述,阐述创新型城市的概念及其内涵和特征,分析创新型城市建设的主要影响要素；然后,通过对国内外关于创新型城市评价指标的分析,结合合肥市具体现状开展专家咨询,从创新基础、创新投入、创新绩效和创新环境四大方面,确立合肥城市创新指数统计监测指标,并根据合肥实际界定指标统计范围,建立起由4个一级指标、28个二级指标组成的合肥城市创新指数统计监测指标体系；接着,对指标体系中涉及的指标数据进行采集,利用2011-2013年数据,对合肥市的创新发展水平、发展阶段、发展模式及省内辐射作用进行分析和纵向、横向比较,并对合肥市的城市创新指数进行测算；最后运用DEA方法对中部六省会城市的创新水平进行定量评价与对比分析。通过以上比较与分析,把握合肥市创新型城市建设现状和存在的不足,提出建设性意见。
[Abstract]:City is the basic unit of national participation in international competition and the incubator of various innovative activities. Innovative city construction is the refinement of specific areas, specific areas and specific categories in the current stage of innovative city construction. Most urban areas in China have put forward the idea of building innovative cities. Under this background, it is necessary to study the situation of urban innovation construction in Hefei. In order to promote the construction of innovative cities in Hefei to provide relevant advice and inspiration. This paper relies on the Hefei soft science research project "Hefei City Innovation Index Statistical Monitoring system Research". First of all, the current situation of urban innovation index is summarized, and the concept, connotation and characteristics of innovative city are expounded. Analysis of the main factors affecting the construction of innovative cities; Then, through the analysis of the evaluation indicators of innovative cities at home and abroad, combined with the actual situation of Hefei to carry out expert consultation, from the innovation basis, innovation investment, innovation performance and innovation environment four aspects. Established the Hefei city innovation index statistical monitoring index, and according to Hefei actual definition index statistical scope, established by four first class index. The statistical monitoring index system of innovation index of Hefei city is composed of 28 secondary indexes. Then, the index system involved in the data collection, using 2011-2013 data, the level of innovation development of Hefei, development stage. The development model and radiation action in the province are analyzed and compared vertically and horizontally, and the urban innovation index of Hefei is measured. Finally, using the DEA method to quantitatively evaluate and compare the innovation level of the six provincial capitals in central China. Through the above comparison and analysis, we can grasp the present situation and shortcomings of the innovative city construction in Hefei. Put forward constructive suggestions.
