新疆就业质量测度及对就业影响的实证研究

【摘要】:就业是民生之本,作为人们赖以生存的必要条件,就业不仅关系到居民生活水平的高低,更关系到新疆地区的稳定及全面深化改革能否顺利完成。长期以来,政府和学术界将关注的焦点集中在就业人数的增加,却忽视了就业另一个维度—就业质量。近些年数以万计的劳动安全事故及持续加剧的劳资冲突,已经完全暴露了单纯追求就业率的不足。就业质量低下已经成为困扰我国经济发展的重大问题,引起了全社会的普遍关注。党的十八大报告中首次把“推动实现更高质量就业”作为政府开展就业工作的新目标和新要求,体现了中央政府对就业质量的高度重视。提高就业质量,是解决当前就业难题的关键所在。中国引入“就业质量”的概念相对较晚,对就业质量的研究处于刚刚起步阶段,研究成果有限。并且现有的研究大多集中在新生代农民工、大学毕业生等特定群体上,缺乏对具体省份的整体测评。新疆作为向西开放的重要门户,它的稳定和发展,直接关系到和谐社会的构建,关系到国家经济和政治的安全。本文在国内学者研究的基础上,从新疆地区的实际发展情况出发,构建起符合新疆地区特点的就业质量综合评价指标体系,采取主成分分析法对新疆地区2000—2013年的就业质量进行测算,得出新疆就业质量评价综合指数。结果显示新疆地区的就业质量指数要明显低于全国的平均标准,就业质量有待提高。并在此基础上利用Eviews6.0计量分析软件对新疆就业质量、就业及经济发展三个变量进行分析研究,统计结果表明,新疆地区的就业质量和就业数量并非此消彼长的状态,而是处于长期均衡状态。基于上述结论,本文从转变观念、加快转变经济增长方式、重视教育发展等方面对如何提高新疆就业质量提出一些可行性建议。
[Abstract]:Employment is the foundation of people's livelihood. As a necessary condition for people to survive, employment is not only related to the level of living standards of residents, but also related to the stability of Xinjiang region and whether the overall deepening of reform can be completed smoothly for a long time. The government and academia will focus on the increase of employment, but ignore another dimension of employment-employment quality. In recent years, tens of thousands of labor safety accidents and labor conflicts continue to intensify. Has completely exposed the lack of simple pursuit of employment rate. The low quality of employment has become a major problem that puzzles the economic development of our country. In the report of the 18 National Congress of the Communist Party of China, "promoting the realization of higher quality employment" is regarded as the new goal and new requirement of the government to carry out the employment work for the first time. This shows that the central government attaches great importance to the quality of employment. Improving the quality of employment is the key to solve the problem of employment. China introduced the concept of "quality of employment" relatively late. The research on the quality of employment is just in its infancy, the research results are limited, and most of the existing research focuses on the new generation of migrant workers, university graduates and other specific groups. Xinjiang as an important gateway to the west, its stability and development, directly related to the construction of a harmonious society. Related to the security of national economy and politics. Based on the research of domestic scholars, this paper constructs a comprehensive evaluation index system of employment quality in line with the characteristics of Xinjiang region, based on the actual development of Xinjiang region. The principal component analysis method is used to measure the employment quality in Xinjiang from 2000 to 2013. The result shows that the employment quality index in Xinjiang is obviously lower than the national average standard. The employment quality needs to be improved. On the basis of this, we use the Eviews6.0 econometric analysis software to analyze the three variables of employment quality, employment and economic development in Xinjiang, and the statistical results show that. The quality and quantity of employment in Xinjiang is not the state of rising and falling, but is in the state of long-term equilibrium. Based on the above conclusion, this paper changes the concept and accelerates the transformation of economic growth mode. This paper puts forward some feasible suggestions on how to improve the quality of employment in Xinjiang.
