【摘要】：食品安全问题一直以来是全社会特别关注的社会问题,特别是近些年来食品安全事件的频发,使食品安全问题成为热度持续不退的社会焦点,甚至可以说中国正处于持续的食品危机压力之下,加上食品安全影响的方面广泛、涉及的管理部门众多、有效监管难度大,并且食品安全的危害还具有很多不确定因素和不确定性,使食品安全问题成为-个全体人民都关心、社会各界持续关注和研究的社会问题,政府部门更是不断加强监管和增强其处置能力,制定有效的应对食品安全问题的措施。本研究根据新公共服务理论和政府管理与规制理论,采用比较分析法和案例分析法等相关的研究方法,以广东省广州市番禺区的食品安全监管问题作为主要的研究对象,在对食品安全和食品安全管理等主要概念进行简要分析和说明的基础上,首先,文章分析了番禺区食品安全监管的现状、主要模式和现存的主要问题,其中主要问题包括食安办的政治地位和定位、食安办相关人员的定位、食安办的监管执法权等问题；其次,对欧盟、美国和日本等国际组织和发达国家,以及国内昆明五华区和贵州六盘水市在食品安全监管方面的经验进行了分析和总结,认为其在科学监管理念的树立、相关法律法规体系的健全和完善、食品安全召回和溯源体系等方面的主要做法值得借鉴；最后,文章提出了完善番禺区食品监管的对策建议,即继续健全和完善食品安全监管法律法规及行业标准,完善监管权力配置以克服“多头管理”的缺陷,完善行政问责制,完善食品安全信息公布制度并提高公众参与度和监管重心,力量下移确保监管点面覆盖,等等。
[Abstract]:Food safety has always been a social problem that the whole society pays special attention to, especially the frequent occurrence of food safety incidents in recent years, which makes food safety problems become the social focus of the continuous heat. It can even be said that China is under the pressure of the continuing food crisis, coupled with a wide range of food safety impact, involving a large number of management departments, effective supervision is difficult. And the harm of food safety also has a lot of uncertain factors and uncertainties, making food safety issues become a concern of all people, the community continues to pay attention to and research social issues. Government departments are constantly strengthening supervision and strengthening their handling capacity to formulate effective measures to deal with food safety. This study is based on the new public service theory and the theory of government management and regulation. Using comparative analysis and case analysis and other related research methods, taking the food safety supervision in Panyu District, Guangzhou City, Guangdong Province as the main research object. On the basis of brief analysis and explanation of the main concepts of food safety and food safety management, this paper first analyzes the current situation, main models and existing problems of food safety supervision in Panyu District. The main problems include the political status and positioning of the Food Security Office, the positioning of the relevant personnel of the Food and Security Office, the supervision and enforcement power of the Food and Security Office, and so on. Secondly, the European Union, the United States and Japan and other international organizations and developed countries, as well as the domestic Kunming Wuhua District and Guizhou Liupanshui City in food safety supervision experience has been analyzed and summarized. The author thinks that its main methods in establishing the scientific supervision idea, perfecting the relevant laws and regulations system, food safety recall and traceability system are worthy of reference. Finally, the article puts forward the countermeasures and suggestions to improve the food supervision in Panyu District, that is, to continue to perfect and perfect the laws, regulations and industry standards of food safety supervision, and to perfect the allocation of supervision power to overcome the defects of "long management". Improve the administrative accountability system, improve the food safety information disclosure system and enhance public participation and regulatory focus, power shift to ensure the coverage of regulatory points, and so on.
