广西西江经济带城镇体系优化研究

【摘要】：随着区域分工与产业分工的深化,城镇体系的结构与功能也在发生深刻转型,城镇体系在区域发展中的作用日益显著。从辩证的角度来看,经济发展和城镇体系结构两者之间是互相影响的,合理的城镇体系结构是经济发展的先决条件之一。当经济发展到一定的阶段时,先前的城镇体系结构不再适合经济的发展,就会阻碍经济发展,则需要更新城镇体系结构,所以经济快速发展的同时,城镇体系结构也是需要不断发展的。广西位于我国西南地区,是西部大开发、海上丝绸之路的重要战略桥头堡,西江经济带作为联接两广、贯通东部沿海发达地区和西部贫困地区的经济走廊,随着《珠江—西江经济带发展规划》上升为国家战略,其区位比较优势与战略优势进一步凸显。在珠江—西江经济带合作发展的国家战略背景下,广西提出了“双核驱动”发展构想,西江经济带工业化、城镇化将面临新的转型发展机遇。基于此,剖析广西西江经济带城镇体系发展现状和问题,探讨优化城镇体系结构、功能的路径与对策,对培养广西新经济增长极,促进西江经济带协调、可持续发展具有重大意义。本文从等级规模结构、职能结构和空间结构三个方面展开对广西西江经济带城镇体系的现状研究,采用了定量分析与定性分析相结合的方法。等级规模结构,通过收集广西西江经济带内的7个地级市、4个县级市和36个县的非农业人口数据,按照2014年出台的最新的城市规模划分标准,进行定性分析,同时运用城市首位律和位序—规模法则,进行定量分析；职能结构采用的是统计分析法,通过计算出各个城市中从事各个行业的比重,最终量化出每个城市的主导职能、突出职能和强势职能；空间结构主要是运用地理学上的空间分形原理,进行广西西江流域的空间分布分析。最后根据城镇等级规模、职能结构以及空间结构的研究结果,得出相关的结论并对广西西江经济带城镇体系的优化发展提出政策性建议：其一,针对等级规模偏小的问题,首先重点发展首位城市和中等城市建设,完善首位城市和中等城市的公共基础设施,扩大城市新区建设范围,加大城市的承载能力,其次努力发展具有特色的Ⅱ类小城市,将区位优势明显、发展潜力大的小城市加强建设,率先将它们培育成Ⅰ类小城市,最后加快破除城乡二元化结构,提高广西西江经济带的城镇化水平；其二,针对职能结构不足的问题,加大产业转型升级,从工业和现代服务业两个方面入手;其三,空间结构方面,重点提出“金三角型”空间模式,同时提出完善交通基础设施的相关方案。
[Abstract]:With the deepening of regional and industrial division of labor, the structure and function of urban system are also undergoing profound transformation, and the role of urban system in regional development is becoming increasingly prominent. Economic development and urban system structure affect each other. A reasonable urban system structure is one of the prerequisites for economic development. When the economy reaches a certain stage, the previous urban system structure is no longer suitable for economic development. This will hinder economic development, and we will need to update the urban system structure. Therefore, with the rapid economic development, the urban system structure also needs to be continuously developed. Guangxi is located in the southwest of China and is the large-scale development of the western region. As an important strategic bridgehead of the maritime Silk Road, the Xijiang Economic Belt was used as an economic corridor linking the two sides and connecting the developed coastal areas in the east and the poor areas in the west. With the "Zhujiang Xijiang Economic Belt Development Plan" rising to the national strategy, Under the national strategic background of the cooperation development of Zhujiang and Xijiang economic belt, Guangxi put forward the concept of "dual-core driving" development, and the industrialization of Xijiang economic belt. Urbanization will face new opportunities for transformation and development. Based on this, this paper analyzes the present situation and problems of the development of urban system in Xijiang economic belt of Guangxi, and probes into the path and countermeasures of optimizing the structure and function of urban system, so as to cultivate the new economic growth poles of Guangxi. It is of great significance to promote the coordination and sustainable development of Xijiang economic belt. This paper studies the present situation of the urban system of Xijiang economic belt in Guangxi from three aspects: grade scale structure, functional structure and spatial structure. This paper adopts the method of combining quantitative analysis with qualitative analysis, and collects the non-agricultural population data of 7 prefecture-level cities, 4 county-level cities and 36 counties in Xijiang economic belt, Guangxi. According to the latest standard of urban scale division issued in 2014, the qualitative analysis is carried out, and the quantitative analysis is carried out by using the law of city first place and the law of location-scale, and the function structure is analyzed by statistical analysis. By calculating the proportion of each city engaged in various industries, and finally quantifying the leading functions of each city, highlighting the functions and strong functions, the spatial structure is mainly based on the principle of spatial fractal in geography. The spatial distribution of Xijiang river basin in Guangxi is analyzed. Finally, according to the research results of urban grade scale, function structure and spatial structure, This paper draws the relevant conclusions and puts forward some policy suggestions for the optimization and development of the urban system in the Xijiang economic belt of Guangxi. Firstly, in view of the small scale of the grade, it focuses on the development of the first city and the middle city.
