济南市城市供水价格改革研究

【摘要】：中国长期以来对基础资源产品(如水、电、油、气等)实施计划性低价格,伴随着经济的高速发展,水资源总体短缺、分布不平衡、污染严重、定价机制不够完善以及利用率低下等现状和问题,与当下正在加速推进城市化建设的国情严重不适应,并成为制约中国城市化进程的重要瓶颈。论文首先对水资源与水价改革的理论进行了深入分析。其次,从国外和国内两个视角分析问题。从国外来看,国外水资源利用效率高,水资源管理效能高,阶梯水价机制良好运行,对我国水资源管理和水价改革具有较强借鉴意义。从国内来看,本文回顾了我国水价改革的发展历程,分析了我国的水价改革与水资源管理现状,着重剖析了城市供水价格定价机制,阶梯水价的改革和变迁。从阶梯水价改革和水源管理效能的提高着眼,对济南市水资源管理和利用情况进行了实证分析。深入分析济南市的水资源现状,水价的历史演变、政策变迁、制度安排和阶梯水价的改革进程,明确了济南市水价定制原则,阐明了定价机制改革面临的挑战和问题。最后,论文提出健全和完善总体水价体系的思路与方案,尤其是针对济南水资源管理现状,.提出济南水价改革的目标、思路和实现路径。一是实现水价成本公开和成本监审；二是不断完善水价形成和调整机制；三是明确政府在城市供水中职能定位,其中包括基础设备设施改造升级、低收入群体的用水补贴、规范水费使用管理和推行阶梯水价和实行分质供水。因此,着力构建适合我国国情的水价形成定价机制,合理运用水价这一经济杠杆,充分发挥水价的调节作用,兼顾效率和公平,大力促进节约用水,是实现水资源可持续利用和发展的重要手段,并对提高我国水资源管理效能具有一定的理论价值和实践意义。

From the domestic perspective, this paper reviews the development history of the water price reform of our country, analyzes the reform of water prices and water pipe in China Current situation, analyzes the pricing of city water price mechanism, reform and change the price ladder. The ladder water price reform and water management to improve the effectiveness of focus, and utilization of water resources in Ji'nan city management carried out empirical analysis. Deep analysis of the present situation of water resources in Ji'nan City, evolution, the history of the water price policy changes, institutional arrangements and the price ladder of the reform process, the Ji'nan city water price customization principle, illustrates the challenges and problems of the reform of the pricing mechanism. Finally, proposed ideas and solutions to improve and perfect the overall price system, especially for the status quo, the management of water resources in Ji'nan.
