【摘要】：地方政府融资平台作为地方政府发起设立并授权进行城市基础设施建设或土地开发的投资公司,是分税制改革后地方政府为避开法律规定、推进地方经济社会发展的筹资平台。自1986年第一家地方政府融资平台——上海“久事公司”成立后,地方融资平台在各地纷纷发酵,特别是中央政府为应对2008年金融风暴而出台4万亿投资刺激计划后,地方政府融资平台开始各地开花,呈现井喷式发展态势。随着我国城市化进程的加快,地方融资平台作为一个新生事物,已成为筹集发展资金、发展地方经济、加快基础设施建设的重要渠道,国内学者及各地地方政府都对此进行了各种详细的研究和分析,其地位的重要性不言而喻。鉴于地方融资平台的巨大作用以及其所面临的日益收紧的国内政策环境,如何在做好做优融资平台的基础上合理控制平台运营风险成为一个新的热点话题。融资平台的风险诱因既有政府急于扩张、过度负债的问题,也有平台公司自身发展定位和规范性的问题。因此,在梳理政府融资平台存在问题的基础上,对融资平台进行改革和重整,对促进融资平台健康发展、合理管控政府债务、积极规避可能发生的金融风险都有着非常重要的意义。基于此背景,本文通过理论研究和案例分析相结合的方法,首先就地方融资平台的背景和内涵进行了阐述,通过理论概念入手介绍了融资平台的由来,提出了当前国内融资平台发展存在的普遍风险及问题；其次,从某地融资平台的角度出发,深入透彻分析了该地融资平台所存在的问题、面临的风险；再以上述金融理论为前提,提出了解决地方融资平台风险的具体措施,包括健全机制、充实资产、加强监管、协同风控等七大部分,以期为该区融资平台的发展规划提供些许参考与借鉴,降低融资平台运营风险。

The importance of its status is self-evident... in view of the enormous role of local financing platforms and the increasingly tightening domestic policy environment that they face, How to reasonably control the operating risk of the platform on the basis of doing a good job in the financing platform has become a new hot topic. The risk inducement of the financing platform is the government is eager to expand, the problem of excessive debt, Therefore, on the basis of combing the problems existing in the government financing platform, the reform and reorganization of the financing platform will promote the healthy development of the financing platform and reasonably control the government debt. It is very important to avoid the possible financial risks. Based on this background, this paper, through the combination of theoretical research and case analysis, expounds the background and connotation of the local financing platform. This paper introduces the origin of the financing platform through the theoretical concept, and puts forward the universal risks and problems existing in the development of the domestic financing platform at present. Secondly, from the perspective of the financing platform of a certain place, It thoroughly analyzes the problems and risks faced by the local financing platform, and then, based on the above financial theory, puts forward specific measures to solve the risk of the local financing platform, including improving the mechanism, enriching assets, strengthening supervision, Coordination of risk control and other seven parts in order to provide some reference and reference for the development planning of financing platform in this area and reduce the operating risk of financing platform.
