马甲镇小城镇建设过程中的居民满意度研究

【摘要】：当前我国正在大力推进新型城镇化建设。新型城镇化,是一种以人为本的城镇化。推进新型城镇化的最终目的是为了让人们可以获得更好的生活,享受更优质的服务。小城镇连接着城市和乡村,推进小城镇建设可以扩大就业,促进内需的增加,对于推动我国新型城镇化具有重要作用。2010年6月,马甲镇被列为泉州市第一批小城镇综合改革建设试点镇,成为泉州市市级综合改革建设试点小城镇至今已近5年。本文尝试从马甲镇居民满意度的视角,研究马甲镇小城镇建设的成就与存在问题。主要研究成果如下：(1)对马甲镇小城镇建设现状进行分析,发现马甲镇小城镇建设目前取得了城镇功能日益完善、经济稳步发展、人居环境得到改善和社会事业得到推进等方面的成就；(2)通过问卷调查收集马甲镇居民对于小城镇建设所涉及到的各个方面的满意度,利用层次分析法和德尔菲法确定各个指标的权重,最后计算得出马甲镇居民对于小城镇建设的总体满意度为63.10%,即马甲镇居民对于当前的小城镇建设只是基本满意；(3)对问卷调查收集到的居民满意度数据进行总结,发现马甲镇当前存在产业结构过于单一、就业机会相对较少、教育发展程度不足、养老保障制度不健全等问题,针对这些问题,提出发挥自身优势,促进产业发展；做好就业培训工作,鼓励居民自主创业；加大文化教育投入,提高教育发展水平；建立健全养老保险制度,使得居民老有所养等促进马甲镇新型小城镇建设的政策建议。
[Abstract]:At present, China is vigorously promoting the construction of a new type of urbanization. The new type of urbanization is a people-oriented urbanization. The ultimate goal of promoting the new type of urbanization is to enable people to get a better life. Enjoy better service. Small towns connect cities and villages. Promoting the construction of small towns can expand employment, promote domestic demand, and play an important role in promoting a new type of urbanization in China. In June 2010, Ma Jia Town has been listed as the first small town comprehensive reform and construction pilot town in Quanzhou, which has become a pilot town for nearly 5 years. This paper studies the achievements and existing problems in the construction of small towns in Ma Jia Town. The main research results are as follows: 1) by analyzing the present situation of small towns construction in Ma Jia Town, it is found that the construction of small towns in Ma Jia Town has made the town function perfect day by day, and the economy is developing steadily. The achievements in improving the living environment and promoting social undertakings are collected through questionnaires to collect the satisfaction of the residents of Maga Town in all aspects of the construction of small towns. Using analytic hierarchy process and Delphi method to determine the weight of each index, Finally, it is calculated that the overall satisfaction of the residents of Ma Jia town for the construction of small towns is 63.10, that is, the residents of Ma Jia town are only basically satisfied with the current construction of small towns. It is found that the current industrial structure of Ma Jia Town is too single, the employment opportunities are relatively few, the level of education development is insufficient, the pension security system is not perfect and so on. In view of these problems, the author puts forward to give full play to its own advantages and promote the industrial development. Do a good job training, encourage residents to start their own businesses; increase cultural and educational investment, improve the level of education development; establish and improve the old-age insurance system, so that the elderly residents to promote the construction of new small towns in Ma Jia town policy recommendations.
