【摘要】：《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》的核心内容可以概括为"1+5+50"。所谓"1",就是要全面建成小康社会,今后五年党和国家各项任务,归结起来就是夺取全面建成小康社会决胜阶段的伟大胜利,实现第一个百年奋斗目标。"5",就是五大发展理念,是"十三五"规划的灵魂。《建议》非常鲜明的特点,就是围绕五大发展理念来谋篇布局,提出今后五年的主要任务。"50",就是《建议》中提出的一系列战略、工程、计划、行动和新的制度安排,加起来大概有50项,包括十大计划、十大行动、十大工程等。
