人力资本对浙江省区域制造业竞争力的影响研究

【摘要】:当前我们步入了知识经济时代,科技和人才的作用日益凸显。作为第一生产力的科学技术的发展影响着国家竞争力水平,而人才的多少影响着科技水平的高低。因此,人力资本在经济发展中的作用无可取代。经过30多年的努力浙江省作为全球著名的“制造工厂”闻名于世,许多浙江制造的产品走向了世界,形成了产业集群优势。但是随着经济全球化的不断发展,国内外环境都发生了改变,原先的劳动密集型产业的优势渐渐失去,一些弊端正在凸显:产品质量普遍低廉;缺乏创新开发能力;世界性知名品牌缺乏等。归根结底是浙江省制造业缺乏在世界商场上立足的核心竞争力。本文研究人力资本对浙江省区域制造业竞争力的影响具有理论意义和现实意义。首先,从理论上分析人力资本对区域产业竞争力的影响。提高区域产业竞争力必须要有能够满足人民需求的新科技新技术,通过对人力资本的使用实现改革和创新,特别是专用性人力资本的运用。其次,从人力资本能够通过改善生产效率提升制造业竞争力;人力资本能够通过生产差异化产品提高制造业竞争力;人力资本能够通过产业集群提升制造业竞争力,分析了人力资本在提升区域产业竞争力中的作用。最后从技术创新和技术扩散分析了人力资本对区域产业竞争力的作用机制。在第四章构建了人力资本投资评价指标体系,采用浙江省统计年鉴关于浙江省11个地市的数据,通过对数据的分析整理,认为浙江各地市人力资本水平具有明显的差异性。又构建了区域产业竞争力评价模型,与人力资本综合排名进行对比,两者的趋势基本相同。再者,利用线性回归分析了人力资本水平与浙江省区域制造业竞争力的相关性,得出结论:浙江省11个地市的人力资本投资水平与浙江省区域制造业竞争力水平基本保持一致,杭州和宁波的人力资本水平和制造业竞争力水平保持一致,都位居前两位,并尝试性地并尝试性地对一些两个指标差异较大的地市进行了分析。第五章从完善医疗保障体系,完善义务教育体系改善制造业技工培训机制,营造稳定的制造业人力资本投资体系三方面提出了一系列提升浙江省区域制造业竞争力的对策。
