潍坊市城中村改造问题及模式研究

【摘要】：改革开放以来,我国城市化进程不断加快,城市规模不断扩张,许多城市建设速度远远超过人们的预期。许多村庄被纳入城市规划范围,特别是在城乡结合部,大批村庄被纳入城市范围,成为名副其实的“城中村”。这些农村虽然处于城市之中,在产业结构、生活方式等许多方面逐渐向城市靠拢,但是仍然保留着农村管理体制和管理组织,在社区管理、社区卫生、劳动就业、社会保障等方面与城市相比还有较大差距,与城市整体发展格格不入,并引发了一系列政治、经济和社会问题。如果这些问题得不到妥善解决,将会严重影响城市形象,并阻碍城市化的正常发展。本文以潍坊市城中村改造问题为例,通过实地调研走访,探讨潍坊市城中村的形成原因,分析城中村改造过程中存在的问题,并针对这些问题,提出潍坊市城中村改造的可行模式和推动城中村改造顺利进行的对策措施,以提升潍坊市城市形象,推动潍坊市城市化进程。首先,阐述了城中村相关理论。先对城中村定义、分类和特征进行阐述,然后阐述了城中村改造的内涵、模式和相关理论。其次,具体分析了潍坊市城中村改造的现状及存在的问题。先对潍坊市城中村的形成原因进行分析,然后阐述了潍坊市城中村改造现状及具体做法。同时结合调研情况,分析了潍坊市城中村改造存在的问题,即村民对城中村改造的认识不统一、城中村房屋拆迁难度大、“城中村”改造建设资金短缺、城中村改造中农民补偿标准偏低、城中村集体资产处置难。再次,分析了潍坊市城中村改造的具体模式。根据潍坊市城中村的特征,提出位于不同位置的城中村各自应采用的改造模式,并设计了潍坊市城中村改造模式和运行流程。最后,提出了潍坊市城中村改造的对策措施。根据前面分析,提出了促进潍坊市城中村改造的对策措施,即加强对村民的宣传教育和引导、依法和谐拆迁城中村房屋、创新拓展城中村改造资金来源、建立完善失地农民社会保障基金制度、积极稳妥推进城中村集体资产股份制改造。
[Abstract]:Since the reform and opening up, the process of urbanization in China has been speeding up, and the scale of cities has been continuously expanding. Many cities have been built at a rate far exceeding people's expectations. Many villages have been brought into the scope of urban planning, especially in urban and rural areas. A large number of villages have been brought into the city scope and become truly "villages in cities". Although these villages are in the city, they are gradually moving closer to the city in many aspects, such as industrial structure, lifestyle, and so on. However, there is still a large gap between the rural management system and the management organizations in terms of community management, community health, labor employment, social security and so on, which is incompatible with the overall development of the city, and has led to a series of politics. Economic and social problems. If these problems are not properly resolved, they will seriously affect the image of the city and hinder the normal development of urbanization. This paper probes into the forming reasons of the village in the city of Weifang, analyzes the problems existing in the process of the transformation of the village in the city, and, aiming at these problems, puts forward the feasible mode of the transformation of the village in the city of Weifang and the countermeasures to promote the transformation of the village in the city.
