中国产学研协同创新政策的主题及其演进

【摘要】：以1978—2015年国务院及各部委单独或联合颁布的1521条产学研协同创新政策为研究对象,在对政策文本量化处理的基础上,运用社会网络分析法绘制政策文本的主题关键词及其演进的知识图谱,并对不同阶段的焦点主题进行深入分析。研究发现:中国产学研协同创新政策的主题主要集中在创新发展、科技创新、经济社会发展、人才培养和公共创新服务5个方面,具体表现为29个关键词;政策演进经历了起步探索期、缓慢发展期、快速发展期和重点突破期4个阶段,不同阶段具有不同的政策重心;科技成果转化、技术创新、产业发展、平台建设、人才培养和合作路径是产学研协同创新政策持续支持的热点主题关键词。
[Abstract]:Based on the quantitative analysis of the policy texts, 1521 cooperative innovation policies issued by the State Council and various ministries and commissions from 1978 to 2015 are taken as the research object. Mapping the thematic keywords of policy texts and their evolving knowledge using social network analysis, The research finds that the theme of cooperative innovation policy in China is mainly focused on five aspects: innovation development, scientific and technological innovation, economic and social development, talent training and public innovation service. The policy evolution has experienced four stages: starting exploration period, slow development period, rapid development period and key breakthrough period. Different stages have different policy focus; scientific and technological achievements transformation, technological innovation, industrial development, The platform construction, talent training and cooperation path are the hot topic key words that support the innovation policy of industry, university and research.
