中国城市化滞后程度测度

【摘要】：一个国家或地区的城市化滞后应相对其自身工业化发展水平而言,是城市化发展难以满足工业化发展要求,是城市化难以适应生产力的进一步解放,与国际经验没有必然关系。通过构建测度中国城市化滞后程度的新模型,对三个层次的偏差绝对数和偏差相对数的测度。结果表明,农民进城是工业化提出了城市化的要求,农民工却是城市化滞后的充分表现,因此农民工及其家属才是中国城市化的目标,没有农民工城市化将失去意义;与国家发布的城市化率逐年提高,工业化与城市化发展更加协调的统计印象相悖,无论以偏差相对数,还是偏差绝对数来衡量,相对于工业化(非农化),中国城市化滞后程度在不断加重。
[Abstract]:The lag of urbanization in a country or region should be compared with its own level of industrialization development, which is that the development of urbanization is difficult to meet the requirements of industrialization development, and that urbanization is difficult to adapt to the further liberation of productive forces, which is not necessarily related to international experience.By constructing a new model to measure the lag degree of urbanization in China, the absolute number of deviations and the relative number of deviations in three levels are measured.The results show that the peasants entering the city is the requirement of industrialization, but the peasant workers are the full manifestation of the lag of urbanization. Therefore, the peasant workers and their families are the targets of China's urbanization, without which the urbanization of migrant workers will lose its significance.Contrary to the statistical impression that the rate of urbanization is increasing year by year and that industrialization and urbanization are more coordinated, whether measured by the relative number of deviations or the absolute number of deviations,Relative to industrialization, China's urbanization lags behind.
