城镇化、就业质量与城乡统筹养老保险制度建设

【摘要】：本文在分别分析城镇化和就业质量对城乡统筹养老保险制度模式影响的基础上,构建了一个基于城镇化与就业质量的城乡统筹养老保险制度分析框架,并利用这个框架对"十二五"期间全国城乡统筹养老保险制度建设的总体情况和北京市城乡统筹养老保险制度建设情况进行了分析。分析表明,"十二五"期间,全国的城镇化率不断提高,但就业质量仍待提高,职工基本养老保险和居民养老保险制度并存、此消彼长。与此同时,全国不同省区之间存在较大差异,以北京为代表的少数省区城镇化水平和就业质量都较高,职工基本养老保险制度已经成为该地区城乡统筹养老保险体系的主体,居民养老保险制度则成为补缺性制度。
[Abstract]:Based on the analysis of the effects of urbanization and employment quality on the urban and rural overall pension insurance system, this paper constructs an analysis framework of urban-rural overall pension insurance system based on urbanization and employment quality.Using this framework, this paper analyzes the overall situation of the construction of the national urban and rural overall pension insurance system during the 12th Five-Year Plan period and the construction of the urban and rural overall planning pension insurance system in Beijing.The analysis shows that during the 12th Five-Year Plan period, the urbanization rate of the whole country is increasing, but the quality of employment still needs to be improved, and the basic old-age insurance system for workers and the resident old-age insurance system coexist and rise and fall.At the same time, there are great differences between different provinces and regions throughout the country. The urbanization level and employment quality of a few provinces and districts represented by Beijing are relatively high. The basic old-age insurance system for workers has become the main body of the overall urban and rural old-age insurance system in this region.The resident endowment insurance system has become a supplement system.
