公租房项目社会风险的前摄性定量评价研究

【摘要】:2010年以来,公租房被我国政府确定为保障房的主体,这使得公租房项目在全国各地快速涌现。虽然公租房项目在一定程度上缓解了中低收入群体的住房困难问题,但是却衍生出项目配套设施跟不上、租金定价不合理、人员构成复杂等社会问题,存在项目贫民窟化、社会冲突增加、仇富心理加剧等社会风险。因此,本文尝试提出公租房项目的社会风险评价指标体系以及公租房项目社会风险前摄性定量评价方法,以便政府根据指标体系完善公租房项目的前期规划、优化建设运营方案,提前规避各种社会风险问题。概括而言,本文主要研究内容如下:(1)提出本文的选题背景、现实及理论意义,从公租房项目、社会风险和风险评价三个方面总结目前国内外的研究现状,并对现有研究进行评析。结果发现,目前国内外对公租房社会风险主要集中于定性和理论研究,定量评价较少。(2)定义社会风险和公租房项目社会风险的概念,分析了公租房项目社会风险的形成机理,包括发生的必要条件和形成过程。其中,社会风险发生的必要条件包括包括社会风险的制造主体、影响因素、制造主体的申诉渠道和社会风险事件。(3)利用文献分析法和社会网络理论识别出公租房项目的核心利益相关者,在此基础上通过文献分析法和对核心利益相关者进行问卷调查的方法构建出公租房项目社会风险前摄性定量评价的指标体系。(4)综合考虑社会风险评价的一般步骤和常用方法的优缺点,选取物元可拓法作为本文对公租房项目社会风险进行前摄性定量评价的方法,并构建出物元可拓评价模型。之后利用专家评分法和ANP确定出社会风险评价指标和特征值的权重。最后基于物元可拓中的菱形思维法从理论上初步提出公租房项目社会风险防控策略。(5)以南京市岱山保障房项目中的公租房项目为实证研究对象,利用上文提出的指标体系和评价方法对项目进行前摄性和投入使用后的社会风险定量评价。通过两次评价结果的对比分析,验证本文提出的评价方法的可行性。最后根据评价结果提出相应的社会风险防控策略。
[Abstract]:Since 2010, public rental housing has been identified as the main body of indemnificatory apartment by the Chinese government, which makes public rental housing projects emerge rapidly throughout the country. Although the public rental housing project to some extent alleviates the housing difficulties of the low- and middle-income groups, it has resulted in social problems such as the lack of matching facilities for the projects, unreasonable rent pricing, complex personnel composition, and the existence of slum projects. Social conflicts increase, hatred of rich psychology intensifies and other social risks. Therefore, this paper tries to put forward the social risk evaluation index system of public rental housing project and the proactive quantitative evaluation method of social risk of public rental housing project, so that the government can improve the pre-planning of public housing project according to the index system. Optimize the construction and operation plan to avoid all kinds of social risks ahead of time. To sum up, the main research contents of this paper are as follows: (1) the background, reality and theoretical significance of this paper are proposed, and the current research situation at home and abroad is summarized from three aspects: public rental housing project, social risk and risk evaluation. And the existing research is reviewed. The results show that, at present, the social risk of public rental housing is mainly focused on qualitative and theoretical research at home and abroad, and the quantitative evaluation is less. It defines the concept of social risk and social risk of public rental housing project, and analyzes the forming mechanism of social risk of public rental housing project. Including the necessary conditions for occurrence and formation process. Among them, the necessary conditions for the occurrence of social risk include the manufacturing subject of social risk, the influencing factors, Using literature analysis and social network theory to identify the core stakeholders of the public rental housing project. On this basis, through the method of literature analysis and questionnaire survey to core stakeholders, the index system of proactive quantitative evaluation of social risk of public housing project is constructed. 4) the general steps of comprehensive consideration of social risk assessment are given. And the advantages and disadvantages of common methods, The matter-element extension method is selected as the proactive quantitative evaluation method for the social risk of the public housing project, and the matter-element extension evaluation model is constructed. Then the weight of social risk evaluation index and characteristic value is determined by expert scoring method and ANP. Finally, based on the rhombus thinking method of matter-element extension, the paper puts forward the social risk prevention and control strategy of public rental housing project. It takes the public rental housing project of indemnificatory apartment project in Daishan of Nanjing as the empirical research object. The index system and evaluation method are used to quantitatively evaluate the social risk of the project after it has been put into use. The feasibility of the proposed evaluation method is verified by the comparative analysis of the two evaluation results. Finally, according to the evaluation results, the corresponding social risk prevention and control strategy is put forward.
