天津市官学研产节能合作激励机制研究

【摘要】:随着我国经济的持续发展,能源消耗量持续增加,能源问题已经引起广泛的关注。近些年来,我国政府积极制定节能减排的政策措施,鼓励全社会、尤其是企业积极参与到节能减排的工作当中。企业节能是全社会节能活动的主体,企业如何实现节能降耗的目标,应该采取何种节能措施等等,所有这些问题已成为学术界的一个关注热点。企业节能问题是一个涉及到全社会各方面的复杂问题,不可能单纯只涉及到企业,政府、高等院校及科研机构等市场主体也不可回避地参与其中。因此,整合社会各方优势力量,形成“官学研产”四方合力,对于企业节能活动的开展和能源瓶颈的突破尤为重要。目前国内开展“官学研产”合作节能研究的时间尚短,且均局限于两方或三方合作的形式。官学研产节能合作关注的是基础能耗数据的采集、加工、整理和转化,以及节能信息在节能主体间的有效传递。清楚地理解官学研产节能合作的概念有助于消除合作主体间信息不对称所带来的隐患,从而建立企业节能良性机制、推动节能目标的实现。基于此,本文以天津市在役锅炉使用情况调查为现实背景,梳理了目前有关官学研产合作和企业节能的国内外文献研究,指出目前天津市政府、高等院校、科研机构及企业在节能信息资源传递加工过程中存在的问题;综合了激励理论和机制设计理论等相关知识,应用定量与定性相结合和数学模型的研究方法系统地研究以企业节能为研究领域的官学研产合作模式的激励机制;通过探讨官学研产合作节能的内涵,以机制设计理论为机制设计基础,得到官学研产合作节能最优机制模型;理论研究和数学模型不能脱离实际情况,为此,本论文还在问卷调研的基础上,运用统计分析方法分析官学研产四方节能工作参与者的反馈,并以调研情况为前提,以期为官学研产节能合作提供最佳的机制选择;最后对天津市官学研产合作节能机制进行了深入思考,提出相应建议,以期为天津市节能实践活动提供可供参考的合作机制模型。
[Abstract]:With the sustainable development of economy and the increase of energy consumption, energy problem has attracted wide attention. In recent years, our government has actively formulated policies and measures for energy saving and emission reduction, encouraging the whole society, especially enterprises, to actively participate in the work of energy saving and emission reduction. Enterprise energy conservation is the main body of energy saving activities in the whole society. How to achieve the goal of energy saving and consumption reduction, what energy saving measures should be taken by enterprises, etc., all these problems have become a hot spot in academic circles. Enterprise energy conservation is a complex problem involving all aspects of the whole society. It is impossible to only involve enterprises, governments, colleges and universities, scientific research institutions and other market entities. Therefore, it is very important for enterprises to carry out energy-saving activities and break through the bottleneck of energy resources by integrating the advantages of all parties in society and forming the "official study and research industry". At present, there is a short time to carry out the research on energy conservation in the cooperation between government, education and industry, and it is limited to the form of two or three parties' cooperation. The cooperation of government research and research industry is concerned with the collection, processing, collation and transformation of basic energy consumption data, as well as the effective transmission of energy saving information among energy saving subjects. A clear understanding of the concept of cooperation between officials in research and production is helpful to eliminate the hidden trouble caused by the asymmetry of information among the cooperating subjects, thus to establish a benign mechanism for energy conservation in enterprises and to promote the realization of the goal of energy conservation. Based on this, this paper takes the investigation of in-service boiler use in Tianjin as the realistic background, combs the domestic and foreign literature research on the cooperation between the government and the research industry and the energy saving of enterprises, and points out that the Tianjin municipal government, universities, colleges and universities at present, Scientific research institutions and enterprises in the process of energy-saving information resources transmission processing problems, comprehensive incentive theory and mechanism design theory and other relevant knowledge, This paper systematically studies the incentive mechanism of the cooperation mode of government science and research industry in the field of enterprise energy conservation by combining quantitative and qualitative research methods and mathematical models, and discusses the connotation of cooperation energy conservation between government learning and research industry. Based on the theory of mechanism design, this paper obtains the optimal mechanism model of cooperation between government, university and industry, and the theoretical research and mathematical model can not be separated from the actual situation. Therefore, this paper is still based on the questionnaire investigation. Using the statistical analysis method to analyze the feedback from the participants in the energy conservation work of the four parties to the official learning and research industry, and taking the investigation situation as the premise, in order to provide the best mechanism choice for the official study and research industry energy saving cooperation; Finally, this paper makes a deep thinking on the mechanism of energy saving in cooperation between the government and the research industry in Tianjin, and puts forward the corresponding suggestions in order to provide a model of the cooperation mechanism for the practical activities of energy conservation in Tianjin.
