个旧市少数民族进城务工者就业保障研究

【摘要】：作为我国城市化和工业化进程中的必然产物,自改革开放三十多年来,少数民族进城务工者在产业工人中所占的比重越来越大,为我国经济社会建设所做的贡献也越来越大。由于受我国独有的城乡户籍二元制所限制,少数民族进城务工者在进城务工的过程中就业保障一直处于缺失状态,严重阻碍了其合法权益的实现与生活水平的提高。建立和完善少数民族进城务工者就业保障制度不仅有利于维护其合法权益,实现全社会就业保障的公平性,也有利于加快社会经济统筹发展,缩小城乡差距,可以说对现阶段我国科学发展、和谐发展、可持续发展具有重大意义。文章第一部分为绪论,主要介绍本次研究的背景及意义,明确提出建立健全少数民族进城务工者就业保障制度的必要性与迫切性。同时,本章节还将对国内外学术界相关文献进行综述,并对研究内容及方法进行规划。本文第一章将对少数民族进城务工者就业保障的基本概念,如少数民族、进城务工者、就业保障等做出界定,并对少数民族进城务工者就业特点进行分析,同时对本文涉及到的相关理论进行简要述评。在第二章中,本文将选取云南省个旧市作为样本采集点,采用问卷调查及随机访谈的方式收集少数民族进城务工者基本数据,并就其在就业机会、报酬待遇、就业权益、就业服务等方面现状进行数据分析。第三章将建立在上一章节数据分析基础之上,紧紧围绕就业保障的四个维度对少数民族进城务工者就业保障中存在的问题进行归纳总结。第四章为本文重点章节,将对造成少数民族进城务工者就业保障缺失问题的制度、市场、个人原因进行分析研究。而第五章将在结合当前国内外学术界研究成果的基础上对妥善解决少数民族进城务工者就业保障的缺失问题提出建议及对策,以期达到研究目的。
[Abstract]:As an inevitable product in the process of urbanization and industrialization in China, since the reform and opening up for more than 30 years, the proportion of minority migrant workers in the industrial workers is increasing, and the contribution to the economic and social construction of our country is also increasing. Because of the restriction of the dual system of urban and rural household registration, the employment security of minority migrant workers in the process of entering the city has been in a state of lack, which seriously hinders the realization of their legitimate rights and interests and the improvement of their living standards. The establishment and improvement of the employment security system for minority migrant workers is not only conducive to safeguarding their legitimate rights and interests and achieving the fairness of employment security in the whole society, but also conducive to speeding up the overall socio-economic development and narrowing the gap between urban and rural areas. It can be said to be of great significance to the scientific development, harmonious development and sustainable development of our country. The first part of the article is the introduction, which mainly introduces the background and significance of this study, and puts forward the necessity and urgency of establishing and perfecting the employment security system for minority migrant workers. At the same time, this chapter will review the academic literature at home and abroad, and plan the research contents and methods. The first chapter defines the basic concepts of employment security for minority migrant workers, such as ethnic minorities, migrant workers, employment security and so on, and analyzes the employment characteristics of minority migrant workers. At the same time, the related theories involved in this paper are briefly reviewed. In the second chapter, this paper will select Gejiu City of Yunnan Province as the sampling point, collect the basic data of minority migrant workers by questionnaire and random interview, and on their employment opportunities, remuneration, employment rights and interests. Employment services and other aspects of the status of data analysis. The third chapter will be based on the data analysis of the previous chapter, closely around the four dimensions of employment security for minority migrant workers in the employment security problems are summarized. The fourth chapter is the key chapter of this paper, which will analyze the system, market and individual reasons of the lack of employment security for minority migrant workers. The fifth chapter will put forward suggestions and countermeasures to solve the problem of lack of employment security for minority migrant workers on the basis of the current academic research results at home and abroad in order to achieve the purpose of the research.
