完善国家生态文明建设管理体制的若干政策建议

【摘要】：生态建设是生态文明建设的主体和基础,我国生态建设面临的严重局面,迫切要求加大改革的力度。传统的增长模式造成资源过度开发利用和环境严重破坏,生态建设管理体制机制方面的问题突出,主要表现为体制不合理、机制不健全、制度不规范。生态文明建设的核心是实现人与自然和谐,关键要解决好资源约束趋紧、环境污染严重、生态系统退化三大难题。改变生态建设过度分散的管理体制机制弊端,成为促进生态建设健康发展的重要保障。为了克服我国目前生态文明建设在管理体制机制方面的障碍,可以通过两步走的方式逐步完善:第一步,在本届政府任期内设立国家生态建设委员会;第二步,待条件成熟后可以考虑组建国家生态建设部。按照这种思路,未来将有可能形成以生态建设部为主导,其他相关部门积极配合的完整统一的生态建设和管理框架,这对促进我国的生态文明建设,无疑具有战略意义。
[Abstract]:Ecological construction is the main body and foundation of ecological civilization construction. The traditional growth pattern causes the over-exploitation and utilization of resources and the serious damage to the environment. The problems in the management system of ecological construction are prominent, which mainly show that the system is unreasonable, the mechanism is not perfect, and the system is not standardized. The core of the construction of ecological civilization is to realize the harmony between man and nature. The key is to solve the three major problems: the tightening of resource constraints, the serious environmental pollution and the degradation of ecological system. It is an important guarantee to improve the healthy development of ecological construction by changing the malpractice of management system. In order to overcome the obstacles in the management system and mechanism of the current ecological civilization construction in our country, we can gradually improve it in a two-step way: first, to set up a national ecological construction committee during this government's term of office; and second, to establish a national ecological construction committee. After the conditions are ripe, the establishment of the National Ministry of Ecological Construction can be considered. According to this way of thinking, it is possible to form a complete and unified ecological construction and management framework with the Ministry of Ecological Construction as the leading and other relevant departments actively cooperating in the future, which is undoubtedly of strategic significance to promote the construction of ecological civilization in China.
