北京科技人力资源配置问题研究

【摘要】:当前,经济全球化进一步深入,科技创新进一步加速,国际竞争进一步加剧,科技创新能力成为衡量一国实力的标准。国际竞争尤其是科技和人力资源的竞争愈发激烈,谁掌握了能促进科技进步的科技人力资源,谁就拥有话语权。科技人力资源拥有知识、技能和创新精神,并且与那些无形的知识和技能相比,科技人力资源又是可以通过采取一定的配置方式进行合理管理的,因此必然成为各国关注和争夺的焦点。本文以北京市科技人力资源配置为切入点,通过数据分析,指出北京科技人力资源既有数量达到一定规模、资源分布集中、资源配置在企业的比重大、产出成果数量增长明显等特点,又存在转换率低、外部流动严重、配置结构失衡等问题。文章从配置主体和客体两个方面分析了问题存在的原因,主要为政府在配置中的导向力度不够、配置结构受政府人才引进结构影响大、资源群体在配置中受外在因素制约较大以及市场对配置结果影响明显。通过对发达国家科技人力资源配置经验的借鉴,提出应在做大科技人力资源总量蛋糕的前提下,通过发挥政府、市场、高校和科研机构等配置主体的协同作用并应用多元互动的配置策略,来实现北京科技人力资源由强调政府单一主体拉动的配置方式向由政府、市场以及资源个人多元互动的配置方式的转变。
[Abstract]:At present, with the deepening of economic globalization, the acceleration of scientific and technological innovation and the further intensification of international competition, the ability of scientific and technological innovation has become the standard to measure the strength of a country. The international competition, especially the competition of science and human resources, is becoming more and more intense. Whoever grasps the scientific and technological human resources which can promote the progress of science and technology will have the right to speak. Science and technology human resources have knowledge, skills and innovative spirit, and compared with those intangible knowledge and skills, scientific and technological human resources can be reasonably managed through certain allocation. Therefore, it must become the focus of attention and competition among countries. This paper takes the allocation of scientific and technological human resources in Beijing as the starting point, through the analysis of data, points out that the existing quantity of scientific and technological human resources in Beijing has reached a certain scale, the distribution of resources is concentrated, and the proportion of resource allocation in enterprises is large. The output quantity increases obviously, and there are some problems, such as low conversion rate, serious external flow, unbalanced configuration structure and so on. This paper analyzes the causes of the problems from the aspects of the subject and object of the allocation. The main reasons are that the orientation of the government in the allocation is not strong enough, and the configuration structure is greatly influenced by the structure of the introduction of talents to the government. The resource group is restricted by external factors and the market has obvious influence on the allocation result. By drawing lessons from the experience of scientific and technological human resources allocation in developed countries, it is proposed that the government and the market should be given full play under the premise of making the total amount of scientific and technological human resources bigger. The synergetic effect of collocation agents such as universities and scientific research institutions and the application of multi-interactive allocation strategies are used to realize the allocation of Beijing's scientific and technological human resources from the emphasis on the single subject of government to that of the government.
