温州城中村村民城镇化研究

【摘要】：城中村是城镇化推进过程中出现的,城中村向城市社区的转型升级不仅是物的改变,更重要的是人的变化。十八大以来,以人为核心的新型城镇化将人的城镇化推向了新的高度。如何解决城中村村民的城镇化成为城中村城镇化的首要问题和焦点问题,同时也是推进城镇化的重要组成部分。城中村村民作为城镇化进程中的一类特殊主体,他们的城镇化问题显得更为复杂。一方面,他们失去农地,成为失地农民,生活在都市圈内,在职业和身份上与传统农民有着本质的区别。另一方面,他们在经济上又依赖于传统村落,思想观念、行为方式又延续了传统的小农思想,与整体都市氛围格格不入。在工业化、现代化的推动下,城中村村民的城镇化是大势所趋,但他们在经济、文化、社会上与传统村落有着千丝万缕的联系,这就注定了他们的城镇化道路曲折多变。本文在概述了温州城中村城镇化相关情况的基础上,选取了温州主城区四个具有代表性的城中村进行了调查。文章主体结构分为四部分,第一部分,考察了城中村村民目前的基本生活现状,包括他们收入就业方面,居住环境方面,福利保障方面,社交情感方面的实际情况。第二部分,通过相关数据的汇总分析,发现城中村村民的非农化程度相比其他同性质的城镇化主体高了很多。但是,他们的城镇化发展通常伴随着城中村改造而滞缓,表现为在经济、制度、社会、心理层面的城镇化存在困境。第三部分,从微观方面城中村村民自身,中观方面政府行政行为,宏观方面政策制度上分析造成其城镇化困境的原因。第四部分,在前文总结分析的基础上,提出推动城中村村民城镇化的有效方法:即改变政府角色、破除政策壁垒、提高村民素质三个层面。为城中村村民的城镇化提供了理论支持和实践参考。
[Abstract]:The village in the city appears in the process of urbanization. The transformation and upgrading from the village in the city to the urban community is not only the change of things, but also the change of people. Since the 18th National Congress, the new type of urbanization with people as the core has pushed the urbanization of people to a new height. How to solve the urbanization of villager in city becomes the primary problem and focal point of urbanization, and it is also an important part of promoting urbanization. As a special subject in the process of urbanization, the urbanization of village villagers is more complicated. On the one hand, they lose farmland, become landless farmers, live in the metropolitan area, and have essential differences from traditional farmers in occupation and identity. On the other hand, their economic dependence on traditional villages, ideas and behavior patterns continue the traditional thought of small farmers, which is incompatible with the overall urban atmosphere. Under the promotion of industrialization and modernization, the urbanization of the village villagers in the city is the trend of the times, but they are closely related to the traditional villages in economy, culture and society, which doomed their road of urbanization to twists and turns. On the basis of summarizing the urbanization situation of Wenzhou's urban villages, this paper selects four representative urban villages in Wenzhou main urban area to carry on the investigation. The main structure of the article is divided into four parts. In the first part, the author investigates the present basic living conditions of the village villagers in the city, including their income and employment, living environment, welfare protection and social emotion. In the second part, through the analysis of relevant data, we find that the non-agricultural degree of the village villagers in the city is much higher than other urbanization subjects of the same nature. However, their urbanization is usually accompanied by the transformation of villages in the city and slow down, which is manifested in the economic, institutional, social and psychological aspects of urbanization difficulties. In the third part, the author analyzes the causes of the urbanization dilemma from the micro aspect of the village villagers themselves, the middle aspect of the government administrative behavior, the macro aspect of the policy system. The fourth part, on the basis of the summary and analysis above, puts forward the effective methods to promote the urbanization of the village villagers in the city: changing the role of the government, breaking down the policy barriers, and improving the quality of the villagers. It provides theoretical support and practical reference for the urbanization of village villagers in the city.
