内陆型城市物流低碳化发展指数研究

【摘要】:物流业是促进国民经济健康发展的基础性产业。近年来全球温室气体排放量急剧增加,生态和能源危机加剧,低碳经济越来越受到重视,低碳化发展是物流行业践行低碳经济的具体方式。所以,有必要对物流低碳化程度进行衡量,从总体上把握物流低碳化发展水平,采取针对性提高措施,促进物流业转型升级、提高低碳经济质量。我国物流低碳化尚处于快速发展的起步阶段,取得一定成就,也存在不少问题,如缺少针对性政策和有效的碳排放监管体系、物流标准不完善、低碳技术与装备研发应用不足等。其中,基础设施、技术与装备、信息、先进运输方式的应用水平以及社会经济环境对物流低碳化发展影响较大。在分析物流低碳化发展现状和影响因素基础上,从物流规模、设施设备、技术运营、资源环境四个方面构建内陆型城市物流低碳化发展指数指标体系,选取货运周转量等21个具体指标。运用数据包络分析法(DEA)计算指标相对低碳效率,网络层次分析法(ANP)确定各指标权重,通过ANP-DEA模型定量测度内陆型城市物流低碳化发展指数,以河南2013年相关数据做实证研究。应用构建的指标体系能够科学地衡量内陆型城市物流低碳化发展指数,对物流低碳化水平做出合理评价,有利于促进物流业可持续发展。
[Abstract]:Logistics industry is a basic industry to promote the healthy development of national economy. In recent years, the global greenhouse gas emissions increase sharply, the ecological and energy crisis intensifies, and the low-carbon economy is paid more and more attention. The development of low-carbon industry is the specific way to implement low-carbon economy in logistics industry. Therefore, it is necessary to measure the degree of low carbonization of logistics, grasp the development level of low carbonization of logistics on the whole, take targeted measures to promote the transformation and upgrade of logistics industry, and improve the quality of low-carbon economy. China's logistics low-carbon is still in the initial stage of rapid development, has made some achievements, but also there are many problems, such as the lack of targeted policies and effective carbon emissions regulatory system, logistics standards are not perfect, Low carbon technology and equipment R & D applications are insufficient. Among them, the application level of infrastructure, technology and equipment, information, advanced transportation mode and social economic environment have great influence on the development of low carbonization of logistics. On the basis of analyzing the present situation and influencing factors of logistics low carbonization, the index system of inland city logistics low carbonization development index is constructed from four aspects: logistics scale, facility equipment, technology operation and resource environment. Select freight turnover and other 21 specific indicators. This paper uses data Envelopment Analysis (DEA) to calculate the relative low carbon efficiency and the Network Analytic hierarchy process (AHP) to determine the weight of each index. The ANP-DEA model is used to measure quantitatively the low carbonization development index of inland city logistics, and the relevant data of Henan Province in 2013 are used as an empirical study. The index system can scientifically measure the low carbonization development index of logistics in inland cities, and make a reasonable evaluation of the low carbonization level of logistics, which is helpful to promote the sustainable development of logistics industry.
