政府监管与市场监管孰优孰劣

【摘要】：近年来,产品质量问题频发,人们往往归咎于政府监管不力。与"政府监管论"不同,本研究回顾了经济学中有关市场价格的形成机制及其理论发展,指出在竞争的条件下,市场价格会对产品的质量进行认证与监管。产品质量问题的实质不是"质量"问题,而是因为中国市场巨大,导致不同产品间"质量—价格"差异大,撇开价格谈质量是毫无意义的。比较政府与市场的监管作用发现,市场竞争能够降低信息费用,而政府与之相比在三个方面具有劣势。因此,加强政府监管的结果有可能是减少市场选择,迫使企业由竞争转向合谋,共同应付监管指标,甚至是破坏竞争规则、催生利益集团。
[Abstract]:In recent years, product quality problems occur frequently, people often blame the government supervision. Different from the "government supervision theory", this study reviews the formation mechanism of market price and its theoretical development in economics, and points out that under the condition of competition, market price will authenticate and supervise the quality of products. The essence of product quality problem is not "quality" problem, but because of the huge market in China, the difference of "quality-price" between different products is great. It is meaningless to put aside price to talk about quality. Compared with the regulatory role of the government and the market, it is found that the market competition can reduce the information cost, but the government has disadvantages in three aspects. Therefore, the result of strengthening government supervision may be to reduce the choice of market, force enterprises to change from competition to collusion, deal with regulatory targets together, even break the rules of competition, and give birth to interest groups.
