【摘要】:西安市地处中国中、西两大经济地域结合部,是西北各省通往西南、中原及华东的交通枢纽,在全国经济总体布局上处于承东启西、东联西进的重要战略地位。优越的地理区位和悠久的历史渊源,使西安市成为中国北方中西部地区最大的工业中心和商品流通中心与物资集散地,作为西北地区规模最大、发展最为活跃的中心枢纽城市已经承担起了带动西部发展的重任[1]。而在“十二五”规划把西安以国际化大都市为目标进行新一轮的开发与建设大环境下,如何利用好西部大开发的优势资源,保持西安经济社会的强劲发展成为目前开发建设工作的重中之重。因此,研究土地开发强度和空间分布规律对西安城市践行科学规划与建设具有十分重要的意义。本文立足于《西安市城市总体规划(2008年-2020年)》确定的主城区范围,依托收集到自2009年以来主城区出让土地的相关数据,从土地开发强度几大控制指标分析入手,对西安市城区土地开发强度展开了实证研究。全文共分为六章,第一章介绍了本文的研究背景和意义,借鉴国内外相关研究经验,并列举出本文的研究内容、方法和技术路线,划分研究区块,建立研究模型;第二章,应用GIS平台空间数据模型,从容积率、建筑密度、建筑高度、投资强度等用地开发强度控制指标入手,对西安市城区相关实证数据进行分析,阐述西安市城区土地开发强度当前现状;第三章分别从居住用地、工业用地、商业用地不同用途展开分析西安市城区出让土地开发强度,分析总结各功能分区用地开发特征及存在的问题;第四章根据西安市新一轮城市总体规划确定的功能分区,从容积率、建筑密度、建筑高度、投资强度四个指标分析各区块开发强度与所属主体功能区定位的契合度,以此对西安市城区出让用地开发强度控制绩效进行评价;第五章针对西安市城区出让用地开发强度分析结果以及开发强度控制绩效评价结果,提出相应的对策建议:合理划分用地开发强度控制区域,灵活控制城区土地开发强度指标,完善土地开发强度指标测算方法,科学合理规划,加强政策调控,协调各方利益保证城区土地利用与可持续发展;第六章对全文进行了总结,阐述本文的不足之处,并对本课题未来的研究提出了展望,同时以此希望对我国西北地区城市土地开发强度研究起到一定的借鉴作用。
[Abstract]:Xi'an is located in the middle of China, where the two major economic regions of the West are combined. It is the transportation hub between the northwest provinces to the southwest, the Central Plains and the East of China. It is an important strategic position in the overall economic layout of the whole country, which is to link the east with the west and the east from the west to the west. With its superior geographical location and long history, Xi'an has become the largest industrial center, commodity circulation center and material distribution center in the central and western regions of northern China. The most active central hub city has taken on the responsibility of driving the development of the western region [1]. In the "12th Five-Year Plan", Xi'an will be targeted at an international metropolis for a new round of development and construction, how to make good use of the advantageous resources of the large-scale development of the western region, Maintaining strong economic and social development in Xi'an has become the top priority of the current development and construction work. Therefore, it is of great significance to study the intensity and spatial distribution of land development for the practice of scientific planning and construction in Xi'an city. Based on the scope of the main urban area determined by Xi'an City Master Plan (2008-2020), this paper, based on the collection of relevant data on the transfer of land in the main urban area since 2009, starts with the analysis of several control indicators of the land development intensity. An empirical study on the intensity of land development in Xi'an urban area was carried out. The first chapter introduces the research background and significance of this paper, draws on the relevant research experience at home and abroad, and lists the research content, method and technical route, divides the research block, establishes the research model. Based on the spatial data model of GIS platform, this paper analyzes the relevant empirical data of Xi'an urban area, starting with the control index of land development intensity, such as volume ratio, building density, building height, investment intensity and so on. This paper expounds the present situation of land development intensity in Xi'an city area. Chapter three analyzes the development intensity of land transfer from residential land, industrial land and commercial land, respectively. In chapter four, according to the new round of Xi'an city master plan, the author analyzes and summarizes the characteristics and problems of land use development in each functional district, from the aspects of volume ratio, building density, building height, and so on. Four indicators of investment intensity analysis of the development intensity of each block and the main function of the location of the matching degree of the development of Xi'an City land transfer intensity control performance evaluation; In the fifth chapter, according to the analysis results of the development intensity and the evaluation results of the development intensity control, the corresponding countermeasures and suggestions are put forward: dividing the control area of the land development intensity reasonably and controlling the intensity index of the urban land development flexibly. Improve the calculation method of land development intensity index, scientific and reasonable planning, strengthen policy control, coordinate the interests of all parties to ensure urban land use and sustainable development. Chapter VI summarizes the full text, expounds the shortcomings of this paper, At the same time, the future research prospect of this subject is put forward, and it is hoped that it can be used for reference in the study of urban land development intensity in northwest China.
