长沙县政府与社会资本合作模式研究

【摘要】:近年来,和经济高速发展形成鲜明对照的是,我国的公用事业发展却相对滞后,而单纯的依靠财政投入很难满足公益事业发展资金需求的巨大缺口,这不仅给财政带来巨大压力,也无法满足当今社会发展需求。所以,要解决我国公用事业发展的资金不足等一系列问题,就需要对我国当前公用事业的融资模式进行改革,使其融资渠道多元化,同时强化投资管理和决策,提高投资效益。本世纪以来,国内以市场为导向的经济体和社会资本的迅猛发展,为其参与公共事业建设铺垫了坚实的经济基石。从性质上说,公共事业并非完全的公共产品,而是兼具营利性和公益性。这就既要求政府引导和调动广大的社会资本投入到基础设施建设中去,又要使之在政府的主导之下有计划的开展,从而改善投融资环境,探索公私合营新路径,实现公私双方共赢,这是当前需要探讨和解决的一个问题。PPP模式就是在这种背景下应运而生,它提供公共产品和服务的方式不再是政府一手包办,而是采取政府部门与社会资本合作的方式,这种投融资模式既能保证合作双方的利益,同时也有利于做好风险控制和责任承担。为了使课题论述充分有力,笔者先对国内外相关文献理论资料进行和查阅、整理,然后结合我国国情以及湖南省PPP模式发展的现状,明确了PPP模式的概念、分类及使用范围;从PPP模式在我国的发展现状、PPP模式的优势与不足、重点结合长沙县PPP模式发展的影响因素、长沙县PPP模式推广应用过程中存在的问题等方面,参考国内外PPP模式运营的成败经验,为长沙县PPP模式的应用给出了发展的建议与解决问题的对策,试图给长沙县现行的公共建设事业提供参考方案。PPP模式可行且需大力推广,应该从加强制度建设、转变政府职能、合理分担风险、改善投融资环境等方面因地制宜选择PPP模式并实时创新,方能给长沙县的PPP应用推广开辟出一条成功的实践道路。
[Abstract]:In recent years, in contrast to the rapid development of the economy, the development of public utilities in China has lagged behind, and it is difficult to meet the huge gap of public welfare development funds by relying solely on financial input. This not only brings great financial pressure, but also can not meet the development needs of today's society. Therefore, in order to solve a series of problems, such as the shortage of funds for the development of public utilities in China, we need to reform the financing mode of our country's current public utilities, to diversify its financing channels, and at the same time to strengthen the investment management and decision-making, and to improve the investment efficiency. Since this century, the rapid development of market oriented economy and social capital has laid a solid economic foundation for its participation in the construction of public utilities. In nature, public utility is not a complete public goods, but both profit and public welfare. This not only requires the government to direct and mobilize the vast amount of social capital into infrastructure construction, but also to make it planned under the guidance of the government, thus improving the investment and financing environment and exploring new paths of public-private partnerships. The realization of win-win situation between public and private parties is a problem that needs to be explored and solved at present. PPP model emerges as the times require, and the way it provides public goods and services is no longer a one-size-fits-all process. The mode of investment and financing can not only guarantee the benefit of both partners, but also help to control the risk and bear the responsibility. In order to make the topic fully discussed, the author first makes reference to and collates the relevant literature and theoretical materials, then, according to the situation of our country and the current situation of the development of PPP model in Hunan Province, defines the concept, classification and application scope of PPP model. From the current situation of PPP development in China, the advantages and disadvantages of PPP model, the factors influencing the development of PPP model in Changsha County, and the problems existing in the process of popularization and application of PPP model in Changsha County, etc. Referring to the experience of success or failure of PPP mode operation at home and abroad, this paper gives some suggestions for the application of PPP model in Changsha County and countermeasures to solve the problems, and attempts to provide a reference scheme for the current public construction in Changsha County. The PPP model is feasible and needs to be popularized. It is necessary to choose PPP mode according to local conditions from the aspects of strengthening system construction, transforming government functions, rationally sharing risks, improving investment and financing environment, and so on, so as to open up a successful practical road for the application and promotion of PPP in Changsha County.
