N市国家水表产品质量监督检验中心建设项目管理研究

【摘要】：水表是我国重点管理的计量器具之。N市是水表之都,水表产量在全国占有50%以上份额,也是全国重要的水表配件和水表检测设备生产基地。在N市设立一个高端的水表检测实验室是国家质量技术监督检验检疫总局的立项课题。该中心除了能承担水表的国家监督抽查检验任务,还能为企业提供检测服务,为水表行业开发新产品提供技术支持。本论文以N市国家水表产品质量监督检验中心建设项目为研究对象,运用项目管理理论,提出了项目建设组织及项目建设中的关键环节,并展开了较为深入研究。论文首先介绍了N市水表产业发展现状,在项目管理、设备采购、人力资源管理等相关理论与方法概述的基础上,分析了N市国家水表产品质量监督检验中心项目概况和对项目建设实施项目化管理的意义,制定了该项目运行的整体计划。在此基础上,设计出该项目的四个关键环节,并进行了深入研究,具体地,对中心功能规划与布局提出了实施方案；对关键设备的选型及采购管理提出了可操作方案；对中心运行的人力资源配置和项目试运行管理提出了相应的管理方法。
[Abstract]:Water meter is one of the most important metering instruments in our country. The city of N is the capital of water meter. The output of water meter has more than 50% share in the whole country. It is also an important production base of water meter accessories and water meter testing equipment in China. The establishment of a high-end water meter testing laboratory in N City is an important subject of the State Administration of quality and Technical Supervision, Inspection and Quarantine. In addition to the national supervision and inspection of water meters, the center can provide testing services for enterprises and provide technical support for the development of new products in the water meter industry. This paper takes the construction project of the National Water Meter quality Supervision and Inspection Center of N City as the research object, using the project management theory, puts forward the project construction organization and the key link in the project construction, and has carried out the comparatively thorough research. Firstly, the paper introduces the current situation of water meter industry in N city, and summarizes the related theories and methods, such as project management, equipment procurement, human resource management, etc. This paper analyzes the general situation of the project of National Water Meter quality Supervision and Inspection Center in N City and the significance of implementing project management in the construction of the project, and formulates the overall plan for the operation of the project. On this basis, four key links of the project are designed and studied in depth. In particular, the implementation scheme of central function planning and layout, the selection of key equipment and procurement management are put forward. The management methods of human resource allocation and project trial operation are put forward.
