【摘要】：新时期中国的城镇化进程机遇与挑战并存。改革的深入发展将城镇化建设提升到一个新的水平,为城镇化发展营造出良好的氛围。事实上,我国城镇化仍处于一个比较低的发展水平,虽然2012年城镇化率已达到52.57%,但是城镇户籍人口占总人口的比例只有35.29%,有2亿多人仍处于“半城镇化”状态。同时,在城镇化发展过程中凸显出一些不和谐的因素,比如城乡二元结构、城乡差距扩大以及环境污染严重等,存在不全面、不协调、不可持续等问题。在全面深化改革的今天,迫切需要我们研究并提出切实可行的解决方案,探索出一条适合我国国情的城镇化发展道路。本文以科学发展观为指导,认真把握城镇化在新时期的战略意义,结合我国城镇化进程中的经验教训进行研究,深入分析阻碍城镇化健康发展的制约因素,努力探寻新型城镇化健康发展的体制机制,最终实现“以人为核心”的城镇化,建设高水平的新城镇。本文主要分四部分对新型城镇化健康发展体制机制进行研究。第一部分是领会新型城镇化的基本理论,包括对“新型城镇化”内涵、特点的解读,以及对建国以来我国城镇化发展历程的回顾,为后文的分析研究奠定基础。第二部分深入分析了新型城镇化健康发展的战略意义,提出新型城镇化是新时期中国经济增长的发动机,是中国解决“三农”问题的重要抓手,也是中国社会全面协调发展的推动力量。同时,为新型城镇化健康发展制定了宏伟目标,就是要实现“以人为核心”的城镇化和建设高水平的新城镇。第三部分主要是分析提出我国城镇化发展中存在的制约因素,包括城乡分治的二元体制、城市发展规划不完善、城市发展与农村建设不协调以及资源环境的制约。在前文论述的基础上,第四部分提出具有针对性的建议与对策,具体包括破除城乡二元体制、以规划引领城镇化健康发展、建立城乡发展一体化机制、走可持续发展的城镇化道路,以此来构建新型城镇化健康发展的体制机制。
[Abstract]:China's urbanization in the new era of opportunities and challenges coexist. The further development of the reform will promote the urbanization construction to a new level and create a good atmosphere for the urbanization development. In fact, China's urbanization is still in a relatively low level of development. Although the urbanization rate has reached 52.57% in 2012, the proportion of urban household registration population to the total population is only 35.29%, and more than 200 million people are still in the "semi-urbanization" state. At the same time, some disharmonious factors are highlighted in the process of urbanization, such as the dual structure of urban and rural areas, the widening gap between urban and rural areas and the serious environmental pollution, and so on, and there are some problems, such as incomplete, uncoordinated, unsustainable and so on. With the deepening of reform in an all-round way, it is urgent for us to study and put forward practical solutions to explore a road of urbanization and development suitable for China's national conditions. Guided by the scientific concept of development, this paper seriously grasps the strategic significance of urbanization in the new period, studies the experience and lessons in the process of urbanization in our country, and deeply analyzes the restrictive factors that hinder the healthy development of urbanization. Try to find out the system mechanism of the healthy development of new urbanization, finally realize the urbanization with people as the core, and build new towns of high level. This paper is divided into four parts to study the mechanism of the healthy development of new urbanization. The first part is to understand the basic theory of new urbanization, including the interpretation of the connotation and characteristics of "new urbanization", as well as the review of the development of urbanization since the founding of the people's Republic of China. The second part deeply analyzes the strategic significance of the healthy development of the new urbanization, and points out that the new urbanization is the engine of China's economic growth in the new period, and it is an important grasp of China's solution to the "three rural" problems. It is also a driving force for the overall and coordinated development of Chinese society. At the same time, a grand goal has been set for the healthy development of new urbanization, that is, to realize the urbanization of "people as the core" and to build new towns of high level. The third part mainly analyzes and points out the restrictive factors in the development of urbanization in China, including the dual system of urban and rural division and control, the imperfection of urban development planning, the incoordination between urban development and rural construction, and the restriction of resources and environment. On the basis of the previous discussion, the fourth part puts forward some specific suggestions and countermeasures, including the dismantling of the urban-rural dual system, planning to lead the healthy development of urbanization, and the establishment of urban-rural development integration mechanism. Take the road of sustainable development to build a new system mechanism for the healthy development of urbanization.
