高速公路BOT项目收费标准及调节基金研究

【摘要】:作为高速公路BOT项目谈判和高速公路BOT项目运营阶段的重要内容,费率问题涉及很多方面,在高速公路建设发展中,费率的合理确定显得非常重要。研究高速公路的费率确定机制,对政府和项目公司都具有一定的积极意义,一定程度上也能够促进高速公路BOT项目的顺利完成。BOT项目高速公路涉及到政府、项目公司和道路使用者这三方面的利益,政府和项目公司可以直接在合同的商定过程中保证已方利益,道路使用者不能直接参与谈判,只能通过是否选择该高速路来保证自己的利益。因此,本文从道路使用者的利益出发,以他们所追求的级差效益为原则进行定价,同时提出调节基金制度来保证项目公司追求的经济利益和政府追求的社会效益。BOT项目调节基金是通过设定项目年收入的上下限(当项目年收入没有达到下限值时,政府用调节基金的初始基金对项目公司进行补贴,当项目年收入超过上限值时,项目公司需将超过上限值的那部分收入注入调节基金)调节项目公司的收入,保障项目公司在整个运营期内能够获得合理的收益,同时保障调节基金的初始基金能够循环使用。本文可以大致分为5个部分,具体研究内容如下:首先,主要对论文的研究背景、研究意义、研究内容和研究方法进行阐述和说明,利用文献研究法对国内外的已有成果进行综述,提出本文的研究目的;其次,相关理论及概念界定。从高速公路是准公共物品、高速公路具有垄断性、高速公路具有外部性、高速公路是社会公益性基础设施这四个方面阐述高速公路的社会性和经济性以及对BOT模式、BOT模式产品定价等进行阐述。第三,从BOT项目高速路涉及到的政府、项目公司和道路使用者这三方面利益体进行分析,通过构建数学模型分别以项目公司追求的经济利益、政府追求的社会效益和道路使用者所追求的级差效益三个方面进行定价,并分析这三种定价方法的优缺点,最后结合政府和项目公司可以直接参与合同谈判来保证已方利益这一现实情况,从而将道路使用者所追求的级差效益作为定价原则,同时提出调节基金制度来保证政府追求的社会效益和项目公司追求的经济利益。第四,BOT项目高速公路的收入调节基金是通过设定项目年收入的上下限(当项目年收入没有达到下限值时,政府用调节基金的初始基金对项目公司进行补贴,当项目年收入超过上限值时,项目公司需将超过上限值的那部分收入注入调节基金)调节项目公司的收入,保障项目公司在整个运营期内能够获得合理的收益,同时保障调节基金的初始基金能够循环使用(同时保障社会效益)。通过构建数学模型确定出调节基金的上下限值和初始额度值,引用数据进行分析讨论。第五,结论部分。在总结全文的基础上,建议政府部门以道路使用者追求的级差效益为原则对BOT项目高速路进行定价,同时建立BOT项目调节基金制度来保障政府追求的社会效益和项目公司追求的经济利益,从而确定出合理有效的BOT项目高速公路定价方法。
