云南省区域食品安全监管水平综合评价研究

【摘要】:国以民为本,民以食为天,食以安为先。食品是人类赖以生存和发展的物质基础,食品安全直接关系到公众的身体健康和生命安全,关系到经济发展和社会稳定。改革开放30年以来,我国政治、经济、社会和文化事业长足发展,取得了举世瞩目的伟大成就,与百姓生存权利密切相连的食品供给市场也发生了根本性的变化,食品类别齐全、品种丰富、数量充裕,无论是数量还是质量都有了很大改善。然而,随着经济社会的全面快速发展,近年来,类似“毒血旺”、“瘦肉精”、“皮革奶”、“苏丹红”等重特大恶性食品安全事件层出不穷,食品安全问题已成为困扰百姓生活的一个心病,成为影响社会和谐发展的一块毒瘤,引起了党中央、国务院以及全社会的高度关注。食品安全问题的存在,让我们在看到不法商家道德良知缺失的同时,也暴露出我国政府在食品安全监管工作中存在着缺陷和不足。政府作为职能管理部门,无论从稳定社会经济发展还是从保障人民生命安全的角度出发,都有责任和义务对食品安全问题进行监督和管理。尤其是在新的《食品安全法》颁布实施以及国务院大部制改革后,如何履行好法律赋予“各级政府负总责”的神圣职责,切实保障人民群众的饮食安全,成为对地方各级党委政府高度重视民生问题的政治考验。本文首先分析了食品安全的相关概念,论证了对食品安全进行监管的重要性,并结合国内外研究现状指出当前食品安全的主要影响因素;然后,对云南省食品安全监管历程、取得成效、存在问题等进行总结阐述;再次,利用DEMATEL方法对云南省区域食品安全监管水平的关键影响因素进行识别;同时利用层次分析法(ANP)对云南省区域食品安全监管水平进行综合评价;最后,结合前文的研究基础,从政府、企业、社会等三个层面,提出提升云南省区域食品安全监管水平的对策与建议。希望通过本文的研究,进一步丰富和发展云南省食品安全监管的理论体系,为云南省食品安全监管提供理论和实践上的支持,并在一定程度上提升云南省区域食品安全的监管水平。
[Abstract]:The nation is based on the people, the people take food as the day, and the food takes peace as the first. Food is the material basis of human survival and development. Food safety is directly related to the public health and life safety, related to economic development and social stability. Since the reform and opening up 30 years ago, China's political, economic, social and cultural undertakings have made considerable progress, and great achievements have been made. The food supply market, which is closely linked to the people's right to live, has also undergone fundamental changes. Food category is complete, variety is rich, quantity is abundant, both quantity and quality have been greatly improved. However, with the rapid development of the economy and society, in recent years, serious and serious food safety incidents, such as "poisonous blood boom", "lean meat essence", "leather milk" and "Sudan red", have emerged one after another. The problem of food safety has become a heart disease that puzzles people's life and a cancer that affects the harmonious development of the society, which has aroused the high attention of the Party Central Committee, the State Council and the whole society. The existence of food safety problem, let us not only see the lack of moral conscience of illegal merchants, but also expose the defects and deficiencies of our government in the food safety supervision work. The government, as a functional management department, has the responsibility and duty to supervise and manage the food safety from the point of view of stabilizing the social and economic development or ensuring the life safety of the people. In particular, after the promulgation and implementation of the new Food Safety Law and the reform of the State Council's large department system, how to fulfill the sacred responsibility entrusted by the law to "governments at all levels with overall responsibility," and how to ensure the food safety of the masses of the people, It has become a political test for local party committees and governments at all levels to attach great importance to people's livelihood issues. This paper first analyzes the related concepts of food safety, demonstrates the importance of food safety supervision, and points out the main influencing factors of current food safety combined with the current research situation at home and abroad, then, the course of food safety supervision in Yunnan Province. Third, using DEMATEL method to identify the key factors affecting the level of regional food safety supervision in Yunnan Province. At the same time, the level of regional food safety supervision in Yunnan Province is comprehensively evaluated by AHP (ANP). Finally, combining with the previous research basis, from the government, enterprise, society and other three levels, The countermeasures and suggestions to improve the level of regional food safety supervision in Yunnan Province are put forward. Through the research of this paper, I hope to further enrich and develop the theoretical system of food safety supervision in Yunnan Province, and provide theoretical and practical support for food safety supervision in Yunnan Province. And to a certain extent, improve the level of regional food safety supervision in Yunnan Province.
