潍坊市坊子区坊城街道城镇化问题研究

【摘要】：经过从1978年改革开放至今36年的进步与发展,我国的农业生产和农村的非农化取得了突破性的发展,农村的城镇化已经具备了加快发展的条件和基础。在当前农民收入增长后劲不足、国内需求不旺的形势下,如何加快农村城镇化的进程,对于启动农村市场、转移农村剩余劳动力、推动乡村工业和农业产业化进一步发展、转变农民生活方式等都具有十分重要的战略意义。我国拥有13亿人口,要想实现全国的城镇化,必须选择一条集约化、规模化、环境友好型的新型城镇化道路,新型城镇化要坚持以人为本,推进以人为核心的城镇化。以人为核心的城镇化,提高城镇人口素质和居民生活质量,把促进有能力在城镇稳定就业和生活的常住人口有序实现市民化作为首要任务。要优化布局,根据资源环境承载能力构建科学合理的城镇化宏观布局,把城市群作为主体形态,促进大中小城市和小城镇合理分工、功能互补、协同发展。要坚持生态文明,着力推进绿色发展、循环发展、低碳发展,尽可能减少对自然的干扰和损害,节约集约利用土地、水、能源等资源。要传承文化,发展有历史记忆、地域特色、民族特点的美丽城镇。本论文立足当前我国城镇化发展的新形势,对加快城镇化发展的战略意义做了阐述,从镇域层面,以潍坊市坊子区坊城街道为例,对城镇化发展现状、存在的制约因素或困难和问题进行了分析,对当前加快城镇化发展需要把握的重点、采取的对策措施作了初步的探讨和研究。
[Abstract]:After 36 years of progress and development since 1978, agricultural production and rural non-agricultural development in China have made a breakthrough. The urbanization in rural areas has already possessed the conditions and foundation to accelerate development. In the current situation where farmers' income growth is not strong enough and domestic demand is low, how to speed up the process of rural urbanization, in order to start up the rural market, transfer the rural surplus labor force, and promote the further development of rural industry and agricultural industrialization, The transformation farmer life style and so on all has the very important strategic significance. China has a population of 1.3 billion. In order to realize the urbanization of the whole country, we must choose a new type of urbanization road which is intensive, large-scale and environment-friendly. The new type of urbanization should adhere to the people-oriented approach and promote the urbanization with people as the core. The urbanization with people as the core, improving the quality of the urban population and the quality of life of the residents, taking it as the most important task to promote the permanent resident population with the ability to obtain stable employment and live in cities and towns in an orderly manner. According to the carrying capacity of resources and environment, we should construct a scientific and reasonable macro layout of urbanization, take the urban agglomeration as the main form, promote the rational division of labor between large, medium and small cities and towns, complement each other's functions and develop in a coordinated manner. We should persist in ecological civilization, promote green development, circular development and low-carbon development, reduce the disturbance and damage to nature as much as possible, and economize the intensive use of land, water, energy and other resources. To inherit culture, the development of historical memory, regional characteristics, national characteristics of the beautiful town. Based on the new situation of urbanization in our country, this paper expounds the strategic significance of speeding up the development of urbanization, taking the Fangcheng Street of Fangzi District of Weifang City as an example, the present situation of urbanization development is discussed. This paper analyzes the restrictive factors, difficulties and problems, and makes a preliminary discussion and study on the key points to be grasped and the countermeasures taken to accelerate the development of urbanization at present.
