长沙洋湖湿地生态智慧新城运营管理优化研究

【摘要】:长沙洋湖湿地生态智慧新城位于长沙市湘江新区,规划面积为19.8平方公里,整体开发建设面积11.9平方公里,是该区发展的起步项目之一,它的顺利发展无论是对湘江新区还是对整个长沙市都有非常重要的作用。洋湖新城定位于中部区域性总部经济基地,以生态湿地公园为依托,打造成生态智慧的宜居城市。洋湖新城是集中体现“两型”特征的示范性生态新城区。本文从运营管理的视角出发,首先阐述研究的背景与意义,参考且评述相关的文献,并对研究的思路、内容及创新点等进行相关描述;其次对洋湖新城项目相关环境和资源进行评价,运用PEST方法对项目外部政治、经济、社会、技术环境进行分析,运用SWOT方法剖析项目所存在的资源优势和劣势以及项目所面临的环境机会和威胁,通过系统的分析全面评价洋湖新城项目的资源情况;然后分析洋湖新城项目运营管理中所存在的缺陷及风险并针对相关问题提出项目运营管理的优化方案,主要包括5个方面:项目开发商组织结构优化、项目价值链优化、项目业务流程优化、项目风险管理优化和智慧化管理与运营优化,并对新的运营管理优化方案予以评价;最后从行政、销售、生产、技术和资金等5个方面构建洋湖新城项目运营管理优化方案评价指标体系,并运用模糊综合评价方法对洋湖新城项目运营管理优化方案进行评价,从而证实优化方案的可行性。本文针对相关项目设计出相应的运营管理优化方案,以改善洋湖新城项目运营管理模式,从而有助于其提高综合效益和社会影响,也为同类项目提供一定的借鉴意义。
[Abstract]:Changsha Yanghu Wetland Ecological Wisdom New City is located in the Xiangjiang New area of Changsha City, with a planned area of 19.8 square kilometers and an overall development and construction area of 11.9 square kilometers. It is one of the initial projects for the development of the area. Its smooth development is very important to both Xiangjiang New District and Changsha City. Yanghu New City is located in the economic base of the central regional headquarters, and based on the ecological wetland park, it is a livable city with ecological wisdom. Yanghu New City is a demonstration ecological new city which embodies the characteristics of "two types". From the perspective of operation management, this paper first expounds the background and significance of the research, references and comments on the relevant literature, and describes the ideas, contents and innovation points of the research. Secondly, the related environment and resources of Yanghu New City project are evaluated, and the external political, economic, social and technological environment of the project is analyzed by using PEST method. The SWOT method is used to analyze the resource strengths and weaknesses of the project and the environmental opportunities and threats faced by the project. The resources of the Yanghu New City Project are comprehensively evaluated through systematic analysis. Then it analyzes the defects and risks existing in the project operation and management of Yanghu New City and puts forward the optimization scheme of the project operation management, which includes five aspects: the optimization of the project developer's organizational structure, the optimization of the project value chain, and the optimization of the project's value chain. Project business process optimization, project risk management optimization and intelligent management and operation optimization, and the evaluation of the new operation management optimization scheme; finally, from the administrative, sales, production, The evaluation index system of Yanghu Xincheng project operation and management optimization scheme is constructed from five aspects of technology and capital, and the fuzzy comprehensive evaluation method is used to evaluate the optimization scheme of Yanghu new city project operation management, which proves the feasibility of the optimization scheme. In order to improve the mode of operation and management of Yanghu New City project, this paper designs the corresponding optimization scheme of operation management for related projects, which helps to improve its comprehensive benefit and social impact, and also provides certain reference significance for the similar projects.
