新型城镇化建设系统的内涵体系和复杂性研究

【摘要】：新型城镇化的建设是我国未来一段时期重要的发展战略,关于它的研究成为学术热点问题。新型城镇化的建设不仅仅是促进我国经济的进一步发展,更重要的是让人们能拥有更好的居住环境、更公平的社会保障、更完善的公共服务、更优秀的文化、更优美的生态环境。新型城镇化的建设是一项巨大而且复杂的工程,这就需要我们站在全面、系统的角度进行深入的思考与分析。按照系统科学理论中的“任何事物都可以看成系统”的基本命题,文章把新型城镇化建设看成一个系统,并利用陈潮填教授提出的系统思维模式与方法,结合系统学原理和复杂系统理论,对新型城镇化的概念、新型城镇化建设系统的内涵体系和新型城镇化建设系统的复杂性等主要内容展开研究,以期为人们分析和研究新型城镇化问题提供一些基础理论。首先,文章回顾了“新型城镇化”概念提出的历史过程,并结合系统学原理提出新型城镇化的概念应体现从迁徙城镇化变为就地就近城镇化,从居住城镇化变为居住、生活、就业、文化等多方位城镇化,从工业化、机械化为牵引变为机械化、生态化、信息化为牵引等内涵。其次,文章界定了新型城镇化建设系统的要素、目的、目标、功能、环境和制约因素,然后以产业布局、城镇建设、公共服务、社会管理、生态环境、文化支持等作为子系统构建新型城镇化建设系统内涵的结构模型,并运用AHP法对六大子系统进行权重层次划分,接着描述新型城镇化建设系统的数学模型,最后整体上构建了新型城镇化建设系统的逻辑模型,就系统的整体设计思路和步骤展开初步探索,以期能为新型城镇化的建设提供一个清晰的设计架构和思考路径。再次,根据新型城镇化的概念和新型城镇化建设系统的内涵体系,从复杂系统的角度,阐述了新型城镇化建设系统的复杂性主要表现在结构复杂、关系复杂、行为复杂、评价复杂和建模复杂等方面。并且分析了系统包含整体性、层次性、开放性、动态性、稳定性、环境适应性、自组织性等在内的复杂系统特性。并根据复杂系统理论,从人的复杂性、系统规模和系统结构的影响、非线性相互作用、系统开放等几个方面探讨新型城镇化建设系统复杂性产生的机理。
[Abstract]:The construction of new urbanization is an important development strategy in the future in China. The construction of a new type of urbanization is not only to promote the further development of our economy, but also to enable people to have a better living environment, a fairer social security, a better public service and a better culture. A more beautiful ecological environment. The construction of new type urbanization is a huge and complex project, which requires us to think deeply and analyze from a comprehensive and systematic perspective. According to the basic proposition that "anything can be regarded as a system" in the theory of systems science, this paper regards the construction of new urbanization as a system, and makes use of the systematic thinking mode and method put forward by Professor Chen Chao-fill. Based on the systematics principle and the complex system theory, the concept of the new urbanization, the connotation system of the new urbanization construction system and the complexity of the new urbanization construction system are studied. In order to provide some basic theory for people to analyze and study the new urbanization problem. First of all, the paper reviews the historical process of the concept of "new urbanization", and proposes that the concept of new type urbanization should be reflected from migration and urbanization to local urbanization, from residential urbanization to living and living. Employment, culture, and other aspects of urbanization, from industrialization, mechanization for traction to mechanization, ecological, information for traction and other connotations. Thirdly, according to the concept of the new urbanization and the connotation system of the new urbanization construction system, from the angle of complex system, the complexity of the new urbanization construction system is mainly manifested in the complexity of the structure, the relationship is complex, the behavior is complex. And the complex system characteristics including integrity, hierarchy, openness, dynamic, stability, environmental adaptability, self-organization and so on are analyzed. According to the complex system theory, the mechanism of the complexity of the new urbanization construction system is discussed from the aspects of human complexity, the influence of system size and system structure, nonlinear interaction, system opening, and so on.
