PPP发展的国际经验

【摘要】：正PPP(Public-Private Partnership)是政府公共部门与私人部门(企业)合作的一种融资模式的总称。2014年以来,中央和地方均推出了大量PPP项目,PPP模式进入了新的发展阶段。PPP模式对于缓解地方债务、提供基础设施和公共服务、实现资源优化配置具有重要作用。总体来看,我国PPP模式发展仍处于起步阶段,因此,对于国际成熟经验的研究和借鉴具有重要的理论和实践意义。
[Abstract]:PPP (Public-Private Partnership) is a general term for a financing model in which the public and private sectors work together. Since 2014, a large number of PPP projects have been launched at both the central and local levels. The PPP model has entered a new stage of development, and the PPP model plays an important role in alleviating local debt, providing infrastructure and public services, and realizing the optimal allocation of resources. In general, the development of PPP model in China is still in its infancy, so it is of great theoretical and practical significance to study and learn from the international mature experience.
