基于价值链的A检测机构业务流程精益化应用研究

【摘要】:十八大以来,国家要求逐步开放检测市场,大量国外检测机构、民营资本进入检测市场,使检测行业竞争日益激烈。同时随着客户个性化需求不断提高,国有检测机构在向市场化转型的过程中,面临着检测效率低、响应能力弱和检测服务水平低等问题,生存日趋艰难。如何提高企业运营效率,实现企业增值能力和核心竞争力的提升,成为新形势下国有检测机构的重要课题。近年来,流程管理(BPM)作为一种新的企业管理思想,已成为提高企业增值能力和核心竞争力的一种有效方法和必然途径,并同精益思想不断融合,从传统制造业应用延伸至现代服务业,推向企业管理的各个层面。实现企业业务流程精益化正是其表现之一。而业务流程的局部精益化却无法实现企业价值最大化,因为许多企业实施BPM后,却产生了业务流程与组织结构不适应、不协调等问题。因此,如何实施业务流程精益化,并构建与之匹配的组织结构成为问题的焦点。波特的价值链模型从企业全局出发,促使企业价值最大化,为流程管理提供了全新的视角。本文以系统思想和精益思想为思想基础,以流程管理、价值链管理和组织结构理论为理论基础,在“流程精益化”的基础上,提出“基于价值链的业务流程精益化”,即以业务流程管理为主线,从企业价值链出发,改善关键流程并构建扁平化和有机式的组织结构,从整体上提升企业增值能力和竞争力。并针对国有第三方检测机构——A检测机构存在的检测周期长、检测合同履约率低和检测报告质量差等具体问题,进行了应用研究。本文首先从流程管理和价值链管理等基础理论入手,分析二者之间的关系,提出“基于价值链的业务流程精益化”,并构建VC-LBP方法论模型及活动—阶段(S-A)框架;然后运用竞争态势矩阵(CPM)分析A检测机构的现状和竞争战略,针对其检测业务流程的主要问题,调整其价值链,运用"AHP-TOPSISI"等模型方法确定其检测关键流程为检测合同评审流程、检测流程、检测报告质量控制流程和检测设备采购流程,并运用ABC增值技术等方法分析、诊断关键流程;然后依据价值链,运用ESRIA等优化方法,规范、优化和重组关键流程,分析、设计和重组组织结构,调整职能职责,构建产品—流程型组织结构,提出相关保障措施。最后对应用实施结果进行评价。
[Abstract]:Since the 18th National Congress of the CPC, the country has demanded the gradual opening of the inspection market. A large number of foreign inspection institutions and private capital have entered the inspection market, which makes the testing industry increasingly competitive. At the same time, with the continuous improvement of customer personalized demand, the state-owned inspection institutions are facing the problems of low efficiency, weak response ability and low level of detection services in the process of transition to marketization, which makes it increasingly difficult to survive. How to improve the efficiency of enterprise operation and realize the enhancement of enterprise's value-added ability and core competitiveness has become an important subject for state-owned inspection institutions in the new situation. In recent years, process management (BPM), as a new enterprise management thought, has become an effective method and an inevitable way to improve the value-added ability and core competitiveness of enterprises. From the traditional manufacturing application to the modern service industry, to the various levels of enterprise management. The realization of enterprise business process Lean is one of its performance. But the partial Lean of business process can not realize the maximization of enterprise value, because after the implementation of BPM, many enterprises have some problems, such as business process and organization structure are not suitable and uncoordinated, and so on. Therefore, how to implement business process Lean and construct corresponding organizational structure becomes the focus of the problem. Porter's value chain model promotes the maximization of enterprise value and provides a new perspective for process management. On the basis of system thought and lean thought, based on the theory of process management, value chain management and organization structure, this paper puts forward the theory of "business process lean based on value chain" based on "process Lean". That is, taking business process management as the main line, starting from the enterprise value chain, improving the key processes and building flat and organic organizational structure, the overall value added ability and competitiveness of the enterprise can be enhanced. Aiming at the problems such as long detection period, low performance rate of inspection contract and poor quality of test report, the application research is carried out. This paper starts with the basic theories of process management and value chain management, analyzes the relationship between them, puts forward the "business process Lean based on value chain", and constructs the VC-LBP methodology model and activity stage (S-A) framework. Then using the competitive situation matrix (CPM) to analyze the current situation and competitive strategy of A detection organization, and adjust its value chain in view of the main problems of its inspection business process. Using the "AHP-TOPSISI" model method to determine the key process of the inspection is the inspection contract review process, the inspection report quality control process and the inspection equipment procurement process, and use the ABC value-added technology to analyze and diagnose the key process. Then according to the value chain, using the ESRIA optimization method, standardize, optimize and reorganize the key processes, analyze, design and reorganize the organization structure, adjust the function and responsibility, construct the product-process organization structure, and put forward the relevant safeguard measures. Finally, the application results are evaluated.
