基于城市公园绿地建设的土地增值模型研究

【摘要】:我国经济快速发展,为城市公园绿地的建设带来了重要的发展机遇,加强城市公园绿地的建设缓解了城市过快发展所造成的消极影响,在提升城市形象、完善城市投资环境的同时,为城市居民创造了更为舒适的居住环境。然而,城市公园绿地建设所带来的巨大生态、经济和社会效益,往往由于市场的缺失而导致其价值难以量化,进而造成人们对城市公园绿地建设的冷漠及其价值的忽视。因此,研究城市公园绿地建设与城市土地增值之间的关系有着重要的理论和现实意义。在查阅大量国内外相关研究的基础上,深入分析了城市公园绿地建设对土地增值的作用机制,并依据不动产估价中剩余法和市场比较法的基本原理,利用克里格空间插值法,测算了城市公园绿地建设对土地价值的增值效用,为城市公园绿地建设的土地增值模型的构建奠定了基础。首先,以南宁、徐州和上海3个城市的典型公园绿地为例,采用对比分析的方法,阐述了城市公园绿地建设与土地增值之间的外在表现,通过表象分析,得出城市公园绿地建设与土地增值间是存在内在关联的结论。其次,在分析城市土地增值一般驱动力(要素投资性增值和供求性增值)的基础上,运用级差地租理论、供求平衡理论和外部性理论,从土地的区位、供求及准公共物品的属性角度探讨了城市公园绿地建设对土地增值的作用机理。再次,采用特尔斐法对反应公园绿地建设情况的几个主要指标赋予权重,以达到数据降维的目的,结果表明:公园绿地建设的不同指标其对土地增值的贡献也不尽一致,作用程度由高到低分别是:公园绿地的面积、投资水平、游人容量和绿化率。最后,分别建立了单个公园绿地对土地增值的影响模型和公园绿地属性对土地增值的影响模型,并以单个公园绿地—徐州市金龙湖公园和多个公园—徐州31个公园绿地为研究对象,采用统计分析法和克里格空间差值法分析了公园绿地建设对土地增值的影响范围及增值程度,并通过回归分析,构建了公园绿地与土地增值之间的关系模型。研究结果表明,单个公园绿地土地增值效用的发挥主要受制于土地与公园绿地间的距离;各个公园绿地对土地增值影响的差异则与公园绿地本身的占地面积、投资规模等指标有关。
[Abstract]:The rapid economic development of our country has brought an important development opportunity for the construction of urban park green space. Strengthening the construction of urban park green space alleviates the negative impact caused by the rapid development of the city, and promotes the image of the city. Improve the urban investment environment, at the same time, for urban residents to create a more comfortable living environment. However, the huge ecological, economic and social benefits brought about by the construction of urban park green space often lead to its value being difficult to quantify because of the lack of market, which leads to people's indifference to the construction of urban park green space and neglect of its value. Therefore, it is of great theoretical and practical significance to study the relationship between urban park green space construction and urban land increment. On the basis of consulting a large number of related studies at home and abroad, this paper deeply analyzes the mechanism of the effect of urban park green space construction on land increment, and according to the basic principles of surplus method and market comparison method in real estate evaluation, the Kriging space interpolation method is used. The value added effect of urban park greenbelt construction on land value is calculated, which lays a foundation for the construction of land increment model of urban park green space construction. First of all, taking the typical park green space of Nanning, Xuzhou and Shanghai as an example, using the method of comparative analysis, this paper expounds the external performance between the construction of urban park green space and the land increment, and analyzes the appearance through the representation analysis. It is concluded that there is an inherent relation between urban park green space construction and land increment. Secondly, on the basis of analyzing the general driving force of urban land increment (factor investment increment and supply-demand increment), using the theory of differential land rent, the theory of balance of supply and demand and the theory of externality, from the location of land, From the point of view of supply and demand and the attribute of quasi-public goods, the mechanism of urban park greenbelt construction on land increment is discussed. Thirdly, Delphi method is used to give weight to several main indexes which reflect the situation of park green space construction, so as to achieve the purpose of reducing the dimension of data. The results show that the contribution of different indexes of park green land construction to land increment is also inconsistent. The action degree from high to low are: the area of park green space, investment level, tourist capacity and green rate. Finally, the influence model of individual park green space on land increment and the influence model of park green space attribute on land increment are established respectively. And taking the single park greenbelt-Jinlong Lake Park in Xuzhou and 31 parks in Xuzhou as the research objects, By using statistical analysis method and Kriging spatial difference method, this paper analyzes the range and extent of the influence of park green space construction on land increment, and establishes the relationship model between park green space and land increment by regression analysis. The results show that the value added utility of a single park green land is mainly restricted by the distance between the land and the park green space. The difference of the effect of each park green space on the land increment is related to the land occupied area and investment scale of the park green space itself.
