我国食品安全可追溯系统建设研究

【摘要】：近几年来,我国食品安全事件频频发生,直接影响到了人们的生命健康和安全,食品安全以及食品安全的监管成为了人们关注的焦点。一套完善的食品安全可追溯系统,可以实现从“农田”到“餐桌”的全程监管,当发生食品安全事件时,通过该系统可以迅速地进行食品召回,追究相关企业的责任。建设食品安全可追溯系统是约束和规范食品行业行为,促进社会诚信建设和维护消费者利益的必由之路。本文首先对食品安全可追溯系统的结构及功能进行了简单的阐述,然后从多个方面来描述分析我国食品安全可追溯系统建设的进展和面临的障碍。最后,从法律制度、国情、参与主体、技术体系几个方面,分别探索我国食品安全可追溯系统的建设。食品安全可追溯系统建设过程中,完善相关的法律制度首当其冲,有利于克服系统建设过程中无法可依、执行不力的现象;立足国情是我国食品安全可追溯系统建设的前提,建议通过推动农业集约化规模经营等方式使系统覆盖我国的城乡市场;食品安全可追溯系统的建设单靠政府力量是不够的,应提高企业和消费者的参与积极性,壮大可追溯系统的参与主体;最后,建议建立全球统一的标识系统,健全食品安全可追溯的技术体系,使中国的食品安全管理与世界接轨。
[Abstract]:In recent years, the frequent occurrence of food security incidents in our country has directly affected people's health and safety, food safety and food safety supervision as the focus of attention. A complete set of food safety traceability system can realize the whole-process supervision from the "cropland" to the "Dining table". When a food safety event occurs, the system can promptly carry out the food recall and hold the responsibility of the relevant enterprises. The construction of the food safety traceability system is the only way to restrict and regulate the behavior of the food industry, to promote the construction of the society and to safeguard the interests of the consumers. In this paper, the structure and function of the food safety traceability system are briefly described, and then the progress and the obstacles to the construction of the food safety traceability system in China are described from a number of aspects. Finally, the construction of China's food safety traceability system is explored from the aspects of the legal system, the national conditions, the main body and the technical system. In the process of the construction of the food safety traceability system, the related legal system is the first to be in the first place, which is beneficial to overcoming the phenomenon that the system is not able to be established and implemented in the process of system construction, and based on the national conditions is the premise of the construction of the food safety traceability system in China. It is recommended that the system cover the urban and rural market in China by pushing the agricultural intensive scale operation and so on; the construction of the food safety traceability system is not sufficient by the government power; the participation of the enterprises and the consumers should be improved, and the participation main body of the traceability system should be strengthened; and finally, It is suggested to establish a global and unified identification system, to improve the technical system of food safety traceability, and to bring China's food safety management into line with the world.
